Consultant for Gender Analysis

Introduction

Orbis is a leading NGO that has been a pioneer in the prevention and treatment of blindness for almost all 40 years. Orbis transforms lives by delivering the skills, resources and knowledge needed to provide accessible quality eye care. In Vietnam, Orbis has been providing the highest level of expertise to support the development of eye care services and blindness prevention– especially in the areas of retinopathy of prematurity (ROP), pediatric and Diabetic Retinopathy services and in establishing an eye bank. Since 2015, Orbis has worked to strengthen the eye health system in the country, focusing on the quality of services and human resources.

Women represent about 56% of the world’s 36 million blind and 55% of the world’s 216.6 million people with moderate and severe vision impairment (MSVI),[1] yet are the least likely to receive treatment. Orbis is currently in the process of implementing our new 5-year global strategic plan 2022 - 2026 with overall impact of increasing equitable access to eye health services and improving the quality of life of the communities we work with, in which gender is one of the performance areas that Orbis is aiming at. In order to effectively implement this, Orbis is seeking the services of a gender consultant to conduct a gender analysis on Orbis Vietnam’s work in selected target location.

Purpose

The main objective of this assignment is to generate information on gender gaps as well as needs, constraints and opportunities of female and male medical staff with regard to participation in education and training, examination and treatment of eye diseases as well as the access to eye care services of female and male patients in select project sites as evidence-based data to develop gender responsiveness in programming.

Scope of Work

The consultant will work closely with Orbis Vietnam focal point to deliver services as following details:

  • Review legal framework related to gender in health/eye health sector
  • Review available project documents, including sex-disaggregated data of beneficiaries within Orbis project from the selected locations. Questions to inform this process can include but not limited to the following:
    • To what extent have the project activities addressed the needs and constraints of women and men in the target areas?
    • To what extent has the project ensured equal and fair participation, representation, and distribution of resources where applicable to women and men in the project?
  • Conduct gender analysis and needs assessment (quantitative and qualitative assessment) of women and men in the select project target locations.
  • Assess the project’s capacity and practices to deliver gender-responsive services and identify training needs of staff members and/or stakeholders on identified gaps.
  • Identify gender-based constraints and make practical recommendations on how to address these constraints to ensure that both men and women benefit equally from the project’s activities.

Geographical coverage

  • The gender analysis will be conducted in Hanoi, Ho Chi Minh, Can Tho, Hoa Binh and Lai Chau (Optional)

Required Qualifications, Skills  

  • Master’s degree in Gender, Social Work, Anthropology, Economics or a related field
  • Minimum five years of research experience to develop gender monitoring plans or strategies for projects;
  • Strong understanding of gender issues and gender policy frameworks in Viet Nam
  • Minimum five years of experience collecting primary data and field work
  • Demonstrated ability to write high quality, methodologically sound, analytical papers
  • Solid communicate skills and sensitivity to the target group
  • Have a good working knowledge and experiences of the quantitative and qualitative performance evaluation methods and programming strategies commonly used in gender related projects
  • Excellent oral and written communication skills in Vietnamese and English
