Consultant for Fundraising and Outreach

Background
As part of its ongoing efforts to support education and vocational training for children and young people with disabilities in Vietnam, Catholic Relief Services (CRS) embarked on partnerships with Hanoi College of Information Technology (ESTIH) and Van Lang University (VLU) to establish Information Technology Training Programs (ITTPs) in Hanoi and Ho Chi Minh City (HCMC). To date, more than 700 young people with disabilities from all over Vietnam has been trained in information technology (IT). This project is a component of the USAID funded Inclusion of Vietnamese with Disabilities (IVWD) program.

Building on the success of ITTPs in Hanoi and HCMC, CRS has successfully negotiated a three-year extension to the IVWD project with USAID. During the extension, the project will establish a third ITTP in Danang while supporting existing ITTPs in Hanoi and HCMC to achieve sustainability.

Objectives of the Consultancy:
To build capacity of school staff in fundraising
To support schools to develop a realistic fundraising strategies and strengthen their linkage with potential donors

Working relationship:
The Consultant will work under the daily supervision of CRS project management and work closely with school staff, NGOs, charities, and businesses to achieve the above objectives.

Key duties:
To work with each school’s ITTP management and staff in order to identify different sources of funding available.
To research and identify potential donors and develop a database which is regularly updated summarizing the range of donors potentially interested in funding scholarship for PWD. 
To coordinate with each school’s ITTP management and staff to develop a fundraising strategy that will guide the organization in its fundraising efforts during the next three years.
To provide recommendations for approaching these external sources of funding.
To prioritize potential funding opportunities according to the best possible match between the scope of projects activities and donor interests.
To build capacity of each school’s ITTP management and staff in approaching potential donors and partners to solicit contribution for scholarship for PWD students of ITTP.

Key deliverables:
1. Fundraising strategy document
2. Database of potential donors, including donors requirements for the funding and methods to access the fund
3. List of funding opportunities, prioritized according to best possible match between scope of ITTP activities and donor interests
4. Fundraising plans for fundraising with specific donors or partners
5. “Case for support” documents to be used to sell ITTP to potential donors and partners. This document will highlight unique selling points, justification of ITTP and strengths of ITTP at VLU.
6. Assessment of gap in fundraising capacity of VLU’s ITTP management and staff

Qualifications & Experience:
Bachelor’s degree in Economics, Marketing, Social Sciences or related field
Minimum of five years of strategic development and fundraising experience (including donor management, identification and liaison; proposal writing). 
Proven track of successful fundraising
Knowledge of project cycle management.
Demonstrated success in preparing proposals and grant applications that have been approved for funding.
Sound knowledge of the current funding opportunities in Vietnam
Familiarity with sources of funding for projects related to vocational training of youth with disabilities
Knowledge of fundraising cycles, proposal formats and application procedures for key donors.
The ideal candidate would be energetic, flexible and adaptable in their approach, be able to work individually or as a team and have excellent communication skills.
Professional knowledge of English preferred

Effort Level:
The consultant will spend an estimated 5 months of efforts for this assignment.

Location
The consultant will be based in Hanoi, with monthly travels to Ho Chi Minh City and Da Nang.
