FACILITATOR FOR TOT TRAINING

TERMS OF REFERENCE (TOR)

An individual consultant to facilitate the Training for Trainers on integration of Disaster Risk Reduction/Climate Change Adaptation into curriculum and extracurricular interventions in schools.

Background information/context (Project information)

The “Comprehensive Model for Community Resilience in Vietnam” project funded by United States Agency for International Development (USAID) is implemented in 16 communes with their primary and secondary schools in three provinces: Ha Giang, Son La, and Thua Thien Hue provinces from October 2021 to September 2023.

Objective

The consultant has the responsibilities to review the relevant documents to develop the training materials as well as to facilitate the TOT with high quality to ensure the training participants are able to organize the roll-out training for targeted schools later.

Location and official travel involved

The consultant will prepare for the training and report the training results at their home. The consultant will travel to Thua Thien Hue province (if any) to facilitate the TOT training.

Services the Supplier will provide:

The consultant will review the relevant documents in close collaboration with SC staff to develop the training materials and to facilitate the TOT with high quality to ensure the training participants will be able to organize the roll-out training for targeted schools later. 

  • Before the training: Work with SC’s focal point to review project documents (proposal, documentation of Safe School Framework implementation, IEC materials, training materials for this training in previous project and baseline report of this project and other documents including but not limited to: (Safe School Framework; Action Plan on National Strategy for Natural Disaster prevention, Response and Mitigation in the education sector, especially those for period 2021-2025, Program on integration of DRR into school; and Framework on Knowledge – Skills – Attitude on DRR/CCA for students, etc.) from MoET for integration of DRR/CCA into school for children, and prepare for training agenda, pre-and post-test, presentation, exercise, handout materials,
  • During the training:  Take the lead in facilitating a  three-day-training
  • After the training: Write training report including analysis of pre- and post-training test results and feedback/evaluation of the training from participants.

Experience and skill set required

  • Have extensive knowledge about Disaster Risk Reduction, and Safe School Framework;
  • At least 3 years of experience working in DRR sector.
  • Have extensive experience in conducting training skills, training of trainer skills in participatory approach and child friendly training skills
  • Have good skills on presentation and communication;
  • Have strong skills on team working;
  • Be familiar with working with INGOs;
  • Ability to produce quality work within deadline.

Timeline

The consultant will be required to provide the key deliverables as follows:

  • Estimated commencement date: 1 July 2022
  • Estimated end date: 15 September 2022

The training date will be agreed with the consultant by at least 01 week in advance.

Payment information 

  • 100% of the total cost payable within 30 days of satisfactory completion of all deliverables.
  • The fees which consultant will propose does not include travel, subsistence and accommodation. Therefore, the consultant will propose the consultancy fee only. SC will cover the expensive for travel, subsistence and accommodation for consultant as SCI’s policy if any.
