Consultant to Facilitate the Development/Revision and Approval of Retinopathy of Premature Guideline

Introduction

Orbis is a leading NGO that has been a pioneer in the prevention and treatment of blindness for almost all 40 years. Orbis transforms lives by delivering the skills, resources and knowledge needed to provide accessible quality eye care. In Vietnam, Orbis has been providing the highest level of expertise to support the development of eye care services and blindness prevention– especially in the areas of retinopathy of prematurity (ROP), pediatric and Diabetic Retinopathy services and in establishing an eye bank. Since 2015, Orbis has worked to strengthen the eye health system in the country, focusing on the quality of services and human resources.

Globally, the prevalence of childhood blindness due to Retinopathy of Premature (ROP) is from 10%-37,4%. In Vietnam, about 130.000 babies are born with low birth weight every year, accounting for 4% and ROP is one of the main causes of blindness in premature babies. The screening, early detection, timely treatment, post-treatment following up and rehabilitation for premature and low-birth weight babies with ROP still face many difficulties. One of the reasons for this difficulty is that currently, theprofessional and technical guideline on screening, management and treatment of ROP is out of date.

Orbis is currently in the process of implementing our new 5-year global strategic plan and ROP is one of the program priorities that Orbis is aiming at. We are looking for a qualified consultant to facilitate the development/revision and approval of ROP guideline on screening, management and treatment.

Purpose

Qualified consultant will facilitate the development/revision and approval of Ministry of Health for the guideline on screening, management and treatment of ROP

Scope of Work

The consultant will work closely with Orbis and related departments of Ministry of Health and relevant departments/hospitals to facilitate the development/revision and approval procedures as following details

  • Propose a plan for development/revision and approval of Guideline on ROP screening, management and treatment
  • Conduct desk review of current legal documents, related technical document of MOH, WHO, ICO…
  • Coordinate the establishment of the Editorial Committee in collaboration with related departments, hospital
  • Coordinate the draft of guideline
  • Organize consultation meetings, workshops with technical experts to develop the guideline
  • Work with related departments, hospitals to finalize the guideline and submit to Ministry of Health to get approval

Required Qualifications, Skills  

  • Master’s degree in a pertinent field (for example: medicine, public health, public policy or another related field)
  • At least ten-year experience in the field of health-related policy development, understand the policy approval process
  • Significant facilitation skills for technical meeting, workshop và policy development and approval process/
  • Experience in coordination with hospital administrators, Gov agency leaders and local healthcare providers
  • Experience or knowledge of the health care, especially eye health sector would be advantage
  • Ability to work in team spirit and have good communication skills
  • Excellent English communication skills, both oral and written would be an advantage
