Consultant to Develop a Training Manual and a Handbook on HIV/AIDS Legal Counseling and Assistance in Vietnam Health Policy Initiative Vietnam

Health Policy Initiative Vietnam (HPI Vietnam) is a five-year project funded by USAID/PEPFAR and implemented by Abt Associates. HPI is designed to assist the collaborative efforts of the Government of Vietnam, U.S. Government, civil society organizations (CSOs), and other stakeholders to develop and implement evidence-based and best practice-driven laws, policies, plans, and programs for HIV/AIDS prevention, care and treatment and impact mitigation in Vietnam. HPI Vietnam is seeking a qualified Vietnamese consultant to develop a training manual and a handbook on HIV/AIDS legal counseling and assistance.

Task descriptions: 
The selected consultant will perform the following tasks:
1. Carry out field work in Quang Ninh and Ho Chi Minh city to assess the HIV/AIDS legal aid of the HPI-supported staff and the integration of HIV/AIDS legal services into the existing general-purpose government legal aid system.
2. Draft a training manual on HIV/AIDS legal aid and a handbook on legal aid skills on HIV/AIDS-related issues as follows:
i) Stigma and discrimination related to OVC
ii) Stigma and discrimination related to job and workplace
iii) Rights for care and treatment (including ART and MMT)
iv) HIV counseling and testing
v) Confidentiality
vi) Legal issues for those in closed settings – e.g. 06 centers and prisons
vii) Other HIV/AIDS related legal issues.
3. Finalize the training manual on HIV/AIDS legal aid and handbook on HIV/AIDS legal counseling and assistance.

Expected deliverables:
A training manual, including Powerpoint slides and other handouts to facilitate communicative, participant centered training approach, and a handbook for  HIV/AIDS counseling and legal aid skills in the format of word file (in Vietnamese, approx. 50 pages in total).
1. Training manual (approx. 20 pages):
a. HIV/AIDS legal aid skills and guidelines
b. Integration of HIV/AISDS legal services into general-purpose government legal aid system
c. Bibliography and further reading
2. Handbook (approx. 30 pages):
a. HIV/AIDS legal aid guidelines on specific topics:
i) Stigma and discrimination related to OVC
ii) Stigma and discrimination related to job and workplace
iii) Rights for care and treatment (including ART and MMT)
iv) HIV counseling and testing
v) Confidentiality
vi) Legal issues for those in closed settings – e.g. 06 centers and prisons
vii) Other HIV/AIDS related legal issues.
