I. Background: 

Wildlife crime is a complex, global problem that needs to be addressed through various strategies. To move, hide and launder illicit money generated from illegal wildlife trade (IWT), transnational organized crimes exploit weaknesses in the financial and non-financial sectors, enabling further wildlife crimes and damaging financial integrity (FATF, 2020). Financial investigation is an important step/part in identifying revenues, property sources, money flows and uses; however, it has not been applied in investigating illegal wildlife trade flows and jurisdictions rarely investigate the financial trail left by this crime (UNODC & APG, 2017). As identified by the Financial Actions Task Force (FATF, 2020), NGOs can contribute to effective customer due diligence (CDD) and risk monitoring of the financial sector by routinely submitting open-source data on wildlife crime offenders to financial institutions. So that, the financial institutions can use this information to improve their Know Your Customer (KYC) databases and screen against their customer profiles.   

In particularly, WCS Viet Nam program believes that providing sufficient information that highlight areas of potential financial risks in wildlife supply chains, locations, and companies vulnerable to be exploited by wildlife traffickers to relevant Financial Intelligence Unit (FIU), concerned banks, and other financial service providers will contribute to their early detection of money laundering risks, as well as improve their analytical capacity in receiving and reporting the suspicious transaction reports (STR).

Therefore, we are seeking consultant service to support us to realize the mentioned goal.

II. Objectives:

WCS will hire the consultant(s) to:

  1. To develop standard forms and templates for monitoring, gathering and reporting IWT-related financial risks, and tools for identification and analysis of high-risk industries/areas;
  2. To provide technical training/guidance on using these forms, templates, and tools to WCS Viet Nam.

III. Activity, Expected outputs/deliverables and tentative deadline

The consultant will closely work with WCS Viet Nam’s Program Manager and his designated staff members to execute the following, but not limited to, activities, deliverables and timelines:

Activity 2:

  • Develop standard forms and templates for monitoring and gathering the IWT-related financial risks, and tools for identification and analysis of high-risk industries/areas that would be used by WCS to collect and analyse relevant information;
  • Develop a standard reporting template in line with international practice that WCS can use to submit or share the collected IWT-related money laundering risks to FIU, concerned banks and other financial service providers.

Activity 3: Lead the consultation process with relevant national experts in the banking sector (to be coordinated by WCS Viet Nam) to ensure that IWT-related financial risk indicators and red flags produced by the developed forms/templates, and tools can direct the use of FIU, concerned banks and other financial service providers, where and when appropriate

Activity 4: Provide technical coaching and support to WCS Viet Nam in using these forms and templates, and tools to:

  • Select the channels/sources of information and data that should be monitored to gather relevant information;
  • Select methodology for data collection and analysis that should be used to produce the IWT-related financial risk indicators and red flags;
  • Identify and assess potential high-risk industries/areas for the IWT-related money laundering;
  • Prepare a detailed report to submit/share to relevant FIU, concerned banks, and other financial service providers.

WCS team is trained on the development of the IWT-related financial risk indicators and red flags and tools to be employed to identify and analyze the high-risk industries/areas

IV. Consultant Requirements:

  • Bachelor/Master degree relating to laws, commerce, finance, banking or relevant fields.
  • Extensive knowledge and understanding of AML related to IWT.
  • At least 7-10 years of experience in anti-money laundering (e.g. forensic accounting, financial crime intelligence and investigation) in a FIU of the central bank (or equivalent supervisory authority), commercial banks, law enforcement agency, judiciary, or relevant international organizations and NGOs.
  • Experience of tackling the IWT-related money laundering would be an advantage.
