Consultant to Conduct a Final Evaluation to project: Strengthening pediatric training capacity of Ho Chi Minh Eye Hospital

Background:
ORBIS is a non-aligned, non-profit global development organization whose mission is to prevent and treat blindness by providing quality eye care to transform lives.
Addressed the low quality and limited availability of existing pediatric ophthalmology training capacity in southern provinces of Vietnam, given the need of ophthalmology and with AIG funding, ORBIS supported to HCM Eye Hospital in strengthening pediatric training capacity. The project goals are (i) upgrade existing pediatric eye care training capacity to make it consistent with accepted regional standards and (ii) diversify pediatric training output to meet the demands of primary, secondary and tertiary domestic institutions in the country and in the Indochina region. Launched in late of 2008, the project has three year period and completion it’s targeted by 2011.
The objectives of the final evaluation
To analyze the performance of the project in meeting its overall and specific objectives, and to examine and analyze the project results against anticipated outcomes, taking into account changing conditions during the project implementation and other constraints within the implementation environment. In particular, the purpose of this evaluation is to learn whether project is
(i) Coherent with strategic objective
(ii) Relevant and useful to beneficiaries and community in selected locales
(iii) Being conducted in an efficient manner according to the agreed project document and ORBIS standards and
(iv) Producing the expected results among the project’s stakeholders
The recommendation and lesson learn from this evaluation will be used as inputs in improving the approach and operations of future projects.
Duties and Responsibilities of consultant: The consultant - a lead evaluator – will:
Work closely as a team with other evaluation team members (program staff, ophthalmologist) from (i) desk review data (ii) field visits (iii) interviews with beneficiaries (vi) data analyzing steps, and
Take a lead in (v) report writing and finalization.

Requirements:
The consultant, preferable is a public health/social expert with Public Health background with at least 10 years working experience in health care project management and strong experience in projects evaluation in relevant areas. He/she should be proficiency in English language.  This individual will lead and manage evaluation mission, design the detailed evaluation scope and methodology (including the methods for data collection and analysis); conduct an analysis of the outcome, outputs, impact, draft related parts of the evaluation report and finalize the whole evaluation report. This position will be directly responsible to ORBIS SEA for the overall quality and consistency of all reports and documents (in both Vietnamese and English) produced by a team;
Tentative timeline:
Starting date for meeting and discussion (with ORBIS focal point) is 5th December 2011. The estimate working days (with maximum 4 days at field) will be discussed further between ORBIS and consultant.
