Consultant to Conduct a Final Evaluation to 3 Projects: “Strengthening capacity for Rural Eye Care Network in Nghe An, Ha Tinh and Ninh Binh provinces of Vietnam”

Background: ORBIS is a non-aligned, non-profit global development organization whose mission is to prevent and treat blindness by providing quality eye care to transform lives.
In order to improve the quality of eye care at the provincial level, especially rural eye care services in all three provinces, since September 2007, ORBIS International in Vietnam has been funding (with sponsorship of AIG) three rural eye care projects in the provinces of Nghe An (project code: 4511), Ninh Binh (project code: 4514) and Ha Tinh (project code: 4518). The overall goal of these projects is to contribute to the reduction of avoidable blindness and visual impairment among the children and adults in Ninh Binh, Nghe An and Ha Tinh provinces, Vietnam by providing accessible, affordable and sustainable eye care services. The duration of each of these projects is four years and completion is targeted by 2011.

The objectives of the final evaluation: are to analyze the performance of the project in meeting its overall and specific objectives, and to examine and analyze the project results against anticipated outcomes, taking into account changing conditions during the project implementation and other constraints within the implementation environment. In particular, the mission is required:
- To assess the relevance of the project objectives and its measures to check results against targets;
- To assess the efficiency of the project in terms of providing inputs promptly and in economically advantageous way;
- To evaluate the effectiveness of the project in achieving the results planned and the project objectives;
- To evaluate the impact of the project;
- To assess the sustainability and replication of the project and its activities;
- To identify lessons learned;
- To provide any recommendation deemed necessary for the closure of the project and for potential ORBIS future support for rural eye care programs.

Duties and Responsibilities
A team of independent national consultants (2) will conduct the evaluation. This team will be composed of one Team Leader and one Team Member.
The Team Leader, who is a public health/social expert with Public Health background with at least 10 years working experience in health care project management and strong experience in projects evaluation in relevant areas. He/she should be proficiency in English language.  This individual will lead and manage evaluation mission, design the detailed evaluation scope and methodology (including the methods for data collection and analysis); conduct an analysis of the outcome, outputs, impact, sustainability; draft related parts of the evaluation report and finalize the whole evaluation report. The Team Leader will be directly responsible to ORBIS SEA for the overall quality and consistency of all reports and documents (in both Vietnamese and English) produced by the Evaluation Team;

A team member, who will be a Vietnamese ophthalmologist/medical doctor with at least ten years of work experience in the management of ophthalmic services and training, especially who has some familiarity with Vietnam’s ophthalmic services and health infrastructure. This individual will work with the Team Leader to provide input in reviewing issues related to: health sector human resources development, community eye policy; the delivery of primary eye care services; communication and education activities on primary eye care, and relevance, appropriateness and cost effectiveness of the equipment supplied so far by ORBIS SEA to the Nghe An, Ninh Binh and Ha Tinh.

Tentative timeline:
Starting date for meeting and discussion (with ORBIS focal point) is 18th October 2011. The estimate working days will be discussed further between ORBIS and consultant.
