Consultant for Baseline Survey on Issues of Climate Change Adaptation and Mitigation

Objective:
Conducting a baseline survey for beneficiary groups of six components of NAV’s  pilot project e.g Safe shelter, livelihoods, WASH, environmental issues, Emergency preparedness and response, and Community organization and action in Phong Binh commune in Phong Dien district and Vinh Hai commune in Phu Loc district, Thua Thien Hue province.
Developing a set of indicators for M&E system

I. Back ground and rationale:
Vinh Hai and Phong Binh communes are located in coastal and mid land ecosystems . These two communes were found to be amongst the most vulnerable to climate change related events in the Thua Thien Hue province by a NAV survey on climate change adaptation in 2009. To strengthen the resilience of local people in these two communes to climate change, NAV implements a pilot project in the two communes focusing on 6 components : shelter, livelihood, WASH & Hygiene, environment, emergency preparedness and response, and community organization and action. The pilot project will lay the ground for the new Global strategy of NCA in general and the country plan of NAV in particular. Community based adaptation  and Disaster Risk Reduction will be applied the whole processes of the pilot as key approaches.
NAV will recruit an expert with substantial experience on climate change mitigation and adaptation and baseline data. The expert will be responsible for conducting one baseline study on climate change mitigation and adaptation in Vinh Hai and Phong Binh communes developing a proposal for community-based pilots on climate change adaptation and mitigation.

II. Scope of work
The target groups of the project are:
1. Local people and communities including households affected by climate change impacts in study site (e.g. Vinh Hai – Phu Loc and Phong Binh – Phong Dien) conducted by NAV in 2009.
2. Local authorities including local government units and mass organizations
3. Partners e.g. Project management board

Key issues to be addressed are:
- Potential beneficiary households and status quo of current livelihoods, water & sanitation, environment and shelter
- Existence, strengths and weaknesses of current community organizations
- Mapping of challenges related to the six focus components as experienced by local authorities and villagers

Key activities:
1. Set up baseline data system which will serve as baseline information for future evaluations of project impacts.  The baseline information will focus on potential beneficiary households and status quo of current livelihoods, water & sanitation, environment and shelter; existence, strengths and weaknesses of current community organizations.
2. Outline the key components of a Monitoring and Evaluation Framework for the pilot project’s results, outcomes and impacts.
3. Make a survey report in Vietnamese and English
4. Facilitate presentation workshops on survey’s finding in the two communes

III. Consultant Qualifications
- A postgraduate degree in one or more relevant subjects.
- Documented experience relevant to climate change preferably in South-East Asia.
- Proven analytical skills and ability to relate consequences to adequate and concrete actions and recommendations for a particular context.
- Experience on conducting baseline studies, M and E.
- Excellent oral and written communication skills in English.
- Experience in Programme/Project development and community development on grassroots level.
- Knowledge of national and provincial strategies for climate change as well as Vietnamese culture, politics and economic geography is an advantage.

IV. Logistics
For work conducted in Thua Thien Hue, NAV will support with office space, accommodation, local transport connected to the assignment and other facilities.

V. Application
