Consultant with American Red Cross

American Red Cross (ARC) is a non-profit, volunteer-led, humanitarian organization working to provide high impact emergency relief and long term sustainable development projects for the world's most vulnerable people. In Vietnam, we cooperate closely with our implementing partner, the Vietnam Red Cross on Disaster Risk Reduction (DRR) programs and related projects including early warning systems, community-based first responder training and school-based disaster preparedness. They are now looking for a candidate to fill the following position to support project implementation in Quang Nam, Quang Ngai and Ha Tinh Provinces.

Title: Consultant
Location: Hanoi, with 25% travel to Central Provinces of Vietnam
Contract duration: 1 year with possible extension
Reports to: Country Representative
Supervises: Senior Program Officer
Expected start date: 15 July 2011
Hours: 50% level of effort/10-15 days per month

Primary Duties:
- Support the implementation of ARC’s Community-Based Disaster Risk Management (CBDRM)  Program funded by OFDA through the provision of managerial and technical oversight and coordination of all project activities
- Assure technical quality of program interventions and adherence to best practices
- Design, update and adapt tools, materials and curriculums where necessary
- Assist ARC Senior Program Officer, Program Officer and VNRC HQ and local chapters with implementation, monitoring and reporting
- Develop and regularly update detailed program work plan
- Track and meet activity deadlines according to the work plan
- Assure program works in synergy with other DRR and CBDRM project components funded by private and internal funding sources
- Coordinate closely with VNRC and other Red Cross Movement partners, as well as relevant humanitarian actors as pertains to the program
- Coordinate program evaluation to be led by independent contractor

Key Qualifications:
- Master’s Degree
- Minimum 3 years’ experience managing/providing technical support to DRR, CBDRM or related projects
- Familiarity with targeted Provinces
- Prior work experience with the Red Cross including the Vietnam Red Cross Society strongly preferred
- Strong communication, organizational and reporting skills
- Highly proficient in English
- Strong computer skills (Microsoft Word, Excel, Power Point, Microsoft Project and other basic applications)
