Consultancy for SME Assessment Tool and Guidance Manual

National consultants to develop an assessment tool and guidance manual for agencies and organizations supporting SMEs to assess the potential and eligibility of SMEs in clusters and value chains to receive governmental support and train them on how to apply

Funded by the United States Agency for International Development (USAID), the USAID Linkages for Small and Medium Enterprises (LinkSME) project focuses on enhancing the business enabling environment and creating opportunities for small and medium enterprises in Vietnam. The project is implemented by the International Executive Service Corps (www.iesc.org), under a contract with USAID and an operating license issued by the People’s Aid Coordinating Committee. The Ministry of Planning and Investment has prime responsibility for developing (in coordination with other agencies) a toolkit to assess the capacity of SMEs to participate in the clusters and value chains contemplated under Decree 80. The 2022 work plan for the USAID LinkSME project calls on it to support the Agency for Enterprise Development (AED) and business support organizations (BSOs) to develop an assessment tool and guidance manual that will be used to determine whether an SME is eligible for benefits under the government’s cluster and value chain support program.

The proposal shall explain how the assignment would be undertaken and successfully completed, referring to all the tasks and deliverables as mentioned in the Terms of Reference. The assignment requires two consultants. The proposed level of effort should mention the consultant days and daily rate per consultant.
