Consultancy Services for IPSARD's Project

The Australia- Viet Nam Economic Reform (Aus4Reform) Program works with the Vietnamese Government to boost productivity and competitiveness in Vietnam by supporting the development of quality policies, laws, and institutions through advocacy, consultation, and by strengthening the evidence base for economic policies - drawing on international experience and expertise, especially from Australia.

Aus4Reform aims to help the GoV achieve these objectives via 05 components:

  • Building more competitive and transparent markets and business enabling environment
  • Ensuring markets operate competitively in consumer and national economic interests
  • Facilitating the restructuring of the rural economy
  • Greater business and women’s voice in investment climate and economic restructuring issues.
  • A Flexible Fund to respond to emerging bottlenecks to productivity growth and innovation.

The Ministry of Planning and Investment (Central Institute for Economic Management) is the governing body and coordinator of the Program. Implementing agencies of the Program include: Ministry of Industry and Trade (Vietnam Competition Authority); Ministry of Agriculture and Rural Development (Institute of Policy and Strategy for Agriculture and Rural Development), Vietnam Chamber of Commerce and Industry, Central Economic Commission, Economic Committee of the National Assembly and some localities.

The project "Facilitating the restructuring of rural economy and enhancing the competitiveness of market factors" is implemented by the Institute of Policy and Strategy for Agriculture and Rural Development (IPSARD), aims at promoting economic restructuring in rural areas and increasing productivity of rural people. The project is looking for 04 national consultancy services as follows:

  1. Review selecting linkage models on high quality coffee value chain in Lam Dong,
  2. Review policies and status on the transfer of rural labour in Vietnam; and data entry and analysis
  3. Write report on barriers for transferring labour to higher productivity sectors in Mekong River Delta area
  4. Design survey tools on barriers for transferring labour to higher productivity sectors in Mekong River Delta area
