Consultancy Service to Provide Support to three NGOs Women’s Rights Networks to Better Coordinate and Promote Gender Equality and Women’s Right in Viet Nam

The United Nations Entity for Gender Equality and Empowerment of Women (UN Women) Viet Nam Country Office is calling for proposals from qualified organizations to develop a project called Support provided to three NGOs women’s rights networks to better coordinate and promote gender equality and women’s right in Viet Nam.

The aim of this project is to strengthen the role of civil society (Non-governmental organizations - NGOs) as a respectable stakeholder in the process of effective implementation of gender equality related laws and policies since they operate at the grassroots level. Particular attention should be paid to the implementation of the National Strategy on Gender Equality 2011-2020 (NSGE) and the National Programme on Gender Equality 2011-2015 (NPGE).

Guidelines for the Submission of Proposals
1. What is the format for the proposal?

Given the attached Terms of Reference, the proposal (5-7 pages) should contain, at minimum, the following:

A) A narrative proposal including:

- A brief context analysis on gender equality laws and policies implementation at the community level in Viet Nam
- A justification: in extensive working experience in gender equality law information, education and communication (IEC) activities at grassroots level in Viet Nam, namely on existing initiatives on NSGE and NPGE implementation; secondly this justification should contain an explanation how would this NGO’s contribution strengthen the coordination role amongst other NGOs working effectively in gender equality area. (1 page)
- Expected results: What are the expected outputs and outcomes, including the outcomes relevant to the NSGE and NPGE, you would like to aim for through this project? (1/2 - 1 page)
- Strategy: How would your project facilitate effective implementation of gender equality related policies in Viet Nam and sustain the results of the project? (1 page)
- A logical framework and implementation Work Plan articulating key outputs, indicators and means of verification (please use the attached template).
- Partnerships: include a description of the other partners needed to successfully implement the project and their roles.
- An Institutional profile: brief description of the organization, including its registration details and relevant experience in the area of gender equality promotion and policy advocacy in Viet Nam. (1 page)

B) A budget proposal fulfilling the following requirements:
- An output-based budget – i.e. budget showing how much is required for what activity to achieve each output.
- The budget should include an allocation for preparation of an audit certified financial report at the end of the project.
- The administrative overhead cost should not exceed 10% of the total budget.

Applicants may include Annexes (supporting documents) such as CVs of the experts, organizational brochures, previous activities, previous annual reports and audit reports relevant to the assignment.

2. Who can apply?

Proposal can be submitted by a national organization of any of the following categories:
- A non-governmental organization
- A community-based organization

The applying organizations must be legally registered in Viet Nam and formal members of one of the established Vietnamese NGOs Networks: a) Gender and Community Development Network (GenComNet), b) Network for Empowerment of Women (NEW), and c) Domestic Violence Prevention Network (DOVIPNET).

3. What criteria will be used for the selection of the proposal?

Proposal will be selected on the basis of technical (80 points) and financial (20 points) assessments.

The technical assessment will review the following;
1. Extent to which the proposal fulfills the requirements of the Call for Proposals (5 points)
2. Soundness of experience in the area of gender equality promotion and gender equality information, education and communication (IEC) on gender equality law at grass roots levels. (20 points)
3. Soundness of a strategy, proposed activities and extent to which expected results are aligned with the NSGE and NPGE (20 points)
4. Experience liaising and working with relevant partners particularly in the area of gender equality law IEC at the grassroots levels.(10 points)
5. Realistic implementation work plan to complete the activities (10 points)
6. Applicants’ institutional capacity and relevant experience (15 points)
4. When is the proposal due?
Proposals are due by COB 15th June 2012, 11 am, Vietnamese time
