Design, Development, Implementation of the VIWA Integrated Management Information System to support Inland Waterway Transport Improvement

The Aus4Transport program is a facility granted by the Government of Australia via the Department of Foreign Affairs and Trade (DFAT) to the Government of Vietnam via the Ministry of Transport (MOT). The goal of the program is to increase investment in Vietnam transport infrastructure leading to an improved national transport network that supports economic growth and poverty reduction.

Part of the grant proceeds will be used to design, develop and implement the “Integrated Management Information System to support Inland Waterway Transport Improvement” (IW-MIS). This system will assist the Vietnam Inland Waterways Administration (VIWA) in maximizing service life of infrastructure assets, improving efficiency of investment projects and preparing annually O&M plans. The system will be an online web-based platform developed based on open-source technologies integrating four sub systems to be developed, including: (i) e-office; (ii) Infrastructure/assets O&M; (iii) Vessels/fleet management, Crew accreditation; (iv) and port management and part authority services. Part of VIWA business processes will need to be developed in mobile operating system (Android/IOS). Apart from that, IW-MIS will incorporate the real-time and geo-localized connected devices already in place on the inland waterways network for monitoring purposes. End-users of IW-MIS include various departments in VIWA, O&M goods and services suppliers for VIWA, provincial authorities, port authorities and citizens. The development process will last for an estimated period of 5 months.

The Aus4Transport (which administers the grant on behalf of the Government of Australia, the Client of the Contract) and Vietnam Inland Waterways Administration (Project owner), now invite eligible national Information Technology firms (“Consultant”) to express their interest in providing the Services.

The consulting services (“the Services”) include (i) detailed design; (ii) development; and (iii) implementation of the platform and its set of sub systems from beta version to version 1 with the organization of intermediate pilot projects for the integrated sub systems; and (iv) training to improve knowledge and skills of key administering and management personnel of the IW-MIS; software development and resource planning. The Consultant will propose a team with a minimum of 01 Team Leader/Senior Web Developer (with fluent English), 01 Senior Android Developer with additional capacities and/or additional team members for Web / Android GIS.

Aus4Transport will provide 01 International Monitoring Consultant and 01 National Senior Web Developer to co-manage and monitor the project directly with the Consultant.

Interested Consultants should provide information demonstrating that they have the required pre-qualifications and relevant experience to perform the Services.

The pre-qualification criteria are: (i) Profile Information Technology firm, portfolio and Legibility (to be also provided for the EOI); (ii) Expertise of the proposed team (Web, Android, Web/Android GIS) & Communications (English); and (iii) References for some similar technical projects.

Pre-qualification eligibility for EOI:

The Consultant should:

  • Be legally based in Hanoi;
  • Be registered and specialised in delivering IT development services before 01/06/2018;
  • Technical capacities / curriculum vitae of the proposed team (also based in Hanoi):
  • Have a minimum of 15 full-time development employees; and
  • Have conducted successfully at least one management information systems projects with a minimum budget equivalent to 50.000 AUD (equivalent to 850.000.000 VN?);

Experience with MOT or other ministries and branches of Vietnam; international organizations/companies or MDBs or DFAT will be considered.

Consultants should not associate with other firms in the form of a joint venture/consortium or a sub-consultancy agreement to enhance their qualifications.

Pre-qualified Consultants will be Short-listed and provided with a copy of the Request for Proposal. Consultants will be selected in accordance with a quality and cost-based selection method.
