Package: Evaluation and Development of Project Completion Report for Cao Bang DBRP Project.

Developing Business with the Rural Poor Programme in Cao Bang province (DBRP Cao Bang) is funded by the International Fund for Agricultural Development (IFAD) under Loan Agreement No.714-VN. The Project goal is sustainable and equitable reduction in poverty. Rural poor people get benefited through participating in improved market in Cao Bang.

Project covers 50 communes of 10 districts in the province.

Components of DBRP Cao Bang: The Project has 4 main components:

i)Component 1: Improving Business and Investment Environment. This component includes 3 sub-components: 1.1) Raising Provincial Competitiveness; 1.2) Improving Efficiency and Impact of Equitized; and 1.3) Environment Planning

ii)Component 2: Rural Business Development Service. This component includes 3 sub-components: 2.1) Value Chain Development Services; 2.2) Farm Productivity Improvement Services; 2.3) Rural Finance

iii)Component 3: Amplification of Market Access for the Rural Poor. This component includes 3 sub-components: 3.1) Enhancing Common Interest Groups; 3.2) Participatory Planning and Investment Prioritisation; 3.3) Commune Investments

iv)Component 4: Project management. Strengthening management capacity at provincial, district, and commune levels to effectively manage and implement investment projects/ programmes in the area.

Goal: Support for Management Unit of DBRP in developing, consulting, and completing project closing report.

Objectives: Consultant shall conduct the following tasks:

• To analyze and evaluate data system of Monitoring and Evaluation system at all levels of DBRP;
• To develop survey forms and collect information; to train on the survey for staff, to interview direct and indirect beneficiary groups, and to observe at field to evaluate project impacts as per target levels of the project. The survey use case study, quantitative and qualitative, and beneficiary participatory evaluation methods;
• To analyze collected information to explain project outcomes and impacts (project target levels);
• To use analyzed data to develop project closing report and impacts of DBRP Cao Bang;
• To support for organizing consultation workshop at districts and province to evaluate project achievements and complete project closing report of DBRP Cao Bang.

Duration of the package: from June to 31 December 2014.

DBRP Cao Bang would like to invite the national consulting firms as well as individual consultants who interested in the task. The selected criterias of the short list based on the qualifications, capabilities and experience of the consultants.

The consulting firms may link with other companies in the form of joint venture or subcontractor consultants to ensure the own company’s capabilities.

Consultants will be selected by the quality and cost based selection method (QCBS) in accordance with the regulation of IFAD's procurement guidelines.

The bidding documents, The Term of Reference (TOR) for this task sent by Email to the consultants under the short list which approved by the Project Manager.
