Project: Capacity Building and organizational development for DPOs in Vietnam
Location: Hanoi and Project sites
Timing: November 2020 - February 2021

Background:

The Capacity Building and Organizational Development (CODV) Project is a partnership between the Danish Association of Physically Disabled Persons (or DHF) and 07 partners which are organizations of people with disabilities (DPOs) in Northern Vietnam.

To fulfil its long-term commitment to support partners until they are firm on their own feet, DHF has carried out in Vietnam two phases of the above project and will continue with planning for phase 3 that will last from 2021 to 2024. The project fund comes from DANIDA.

The current project partners are associations of people with disabilities at provincial and district levels in Ha Noi, Ha Nam, Nam Dinh, Thai Nguyen, Thai Binh, Hai Duong and the Vietnam Federation on Disability. Major intervention of the project includes joint training, sharing experience followed by individual partner activities using knowledge and experience to develop their organization.

Three project direct outcomes are capacity building on leadership and management, membership service, and advocacy for implementation of rights of people with disabilities.

In order to evaluate the effectiveness of intervention of these two phases (2014-2017 and 2017-2020), and to provide inputs for phase 3, CODV is designing a study on the project impact, for which details are given below.

Main areas of study: The study aims to point out how the project has achieved impact along these areas:

  • Impact according to the project long term and direct objectives
  • Impact according to capacity building purpose and on organizational development
  • Impact from awareness raising
  • Impact in democracy and transparency
  • Impact on sustainability

Timing:

Mid December 2020: desk study of documents, study protocol, questionnaire
4th week of December 2020: field visits
January 2021: report draft
February 2021: report finalized

Report:

A study report should be presented by the consultant. The structure of the report shall be discussed with the Project Co-ordinator before starting the service.

Implementation arrangement:

The consultant works under supervision of the Project Officer and Project Coordinator of the DHF Project Office in Hanoi.
Meeting on reporting expectation takes place before start of service
Monthly meeting between the Project Office staff and consultant is expected for briefing and, follow up and assistance as needed.

Consultant’s qualifications:

  • Experienced researcher in development issues
  • Master degree in relevant field such as international development, social development, disability.
  • At least 10 years’ experience in project management for international development projects.
  • Knowledge on human rights based approach and inclusive development is a great advantage.
  • Proficiency in speaking and writing in English and Vietnamese.
  • Proven capacity building and training skills
  • Excellent project and data management skills

Approach and methods:

The study should apply a mixed-method approach by using qualitative and quantitative data from primary and secondary sources. Primary sources included participatory data collection methods: in-depth and semi-structured interviews, focus groups discussion, and reflection by project and partner staff. Secondary sources included data from desk-study the relevant project documents such as project reports, project M & E data, reports by partners and reports to donor, relevant policy and statistical data from the baseline study. The evaluation process should be participatory, incorporating a cross section of key stakeholders, including but not limited to, women and men who are members of the DPOs and active units.

The methodology, tools and plan will be presented to the CODV Project Office team for inputs and agreement before commencing work.
