Photography and Videography Services in Vietnam for Dutch Fund for Climate and Development (DFCD)

Location: Vietnam

Duration: July/August 2022

1.      Introduction

SNV Netherlands Development Organisation is a not-for-profit international development organisation. Founded in the Netherlands in 1965, our work focuses on increasing people’s incomes and access to basic services in agriculture, energy, and water. Our projects directly benefit millions of people (5 million in 2020), and drive systems change by strengthening institutions and kickstarting markets. By connecting our global expertise with a longstanding in-country presence, we help realise locally owned solutions. And we do so in around 24 countries in Asia, Africa, and Latin America.

SNV has been working in Vietnam since 1995, and currently has over 30 national and international staff. SNV Vietnam’s team works together with communities, government agencies, and businesses in more than 50 provinces, including the remotest and poorest areas of the country.

SNV has partnered with Climate Fund Managers (CFM), World Wildlife Fund Netherlands (WWF-NL) and FMO, Dutch entrepreneurial development bank (lead organisation) to manage the Dutch Fund for Climate and Development (DFCD), with the objective to mobilise private sector investments in climate change adaptation at scale. The DFCD will run until 2037, is funded by Netherlands Ministry for Foreign Affairs and has a total value of €160 million. The DFCD forms an important additional instrument for the Dutch government’s efforts in contributing to the Paris Agreement and the Sustainable Development Goals (SDGs).

As part of the DFCD, SNV provides finance grants and Technical Assistance to locally-led projects with a focus on climate change adaptation, to mobilize external private sector funding at scale. DFCD funding is divided amongst three operating windows, each with a specific focus: Origination Facility, Land Use Facility and Water Facility.

To document and share the approach and impact of the DFCD in Vietnam, SNV seeks the services of professional consultant(s) to work with the project team to produce photo documentation and a 3-5-minute, using examples of past business cases.

2.      Background of the assignment

Capture, produce, and deliver 150 edited images, as well as a selection of RAW images to store on file and a 3-5-minute video of the business cases in English voiceovers and Vietnamese subtitles. The video will contain examples of innovative finance, vertical farming, wind farm, drinking water, rice seeds farming, rice carp, mangrove shrimp production, land use, and sustainable ecosystems. Images and the video must comply with SNV's photography guidelines and the SNV photography consent form, which includes the following important contents:

  • Showcase the DFCD visibility in Vietnam through activities and projects in the country.
  • Showcase the power of partnerships evident from the consortium efforts and the various clients we have engaged.
  • Position the DFCD in Asia through a script that showcases DFCD’s offerings and aim: supporting locally-led climate adaptation solutions serving vulnerable people in low- to middle-income countries.
  • Highlight the importance of partnerships with local businesses by showcasing video and photo examples from business cases.
  • Showcase evidence of the success of the multi-partner approach DFCD is using to empower localised solutions to climate risks and impacts.
  • Highlight the effects of climate change in Vietnam whilst highlighting the need for climate adaptation.
  • Promote gender mainstreaming and youth involvement in climate change adaptation and mitigation activities.
  • Showcase best practices of business ventures we have already engaged in and capture the positive impacts of the same in the communities we are working in.
  • Showcase the diversity of the communities and value chains that we work in.
  • Showcase solutions to combat/adapt to climate change.

The consultant(s) will be required to have his/her own equipment that allows him/her to capture high-quality images and to record high definition or 4K footage in different settings (outdoor, but also in rooms with limited light).

The consultant(s) will also be required to be available for travel to the Southern provinces of Vietnam in August 2022. The transportation and logistical arrangements will be ensured by SNV.

The images and videos will be used for the DFCD's communication activities, around the theme of agricultural value chains, climate change, and socio-economic development. The photo album will also be used in upcoming publications and on SNV and DFCD’s online platforms, including DFCD’s consortium partners: FMO, Climate Fund Managers, and WWF-NL.

3.      Scope of work

Photography:

  • Capture high resolution images of business cases, at different field locations related to the implementation of the DFCD’s deals (households, farming fields, companies, private sector).
  • Provide at least 150 selected high-quality images from at each field location and theme.
  • Caption each photograph with specific details such as geographical location, name of the person (for portraits), activity and any other relevant information, for easy identification and location. Captions should be embedded in the jpeg images and provided in a separate text document.
  • Work with the DFCD team to create the plan of the assignment.
  • SNV will help to connect to stakeholders and assure proper introductions to the stakeholders.

Videography:

  • Record and edit footage of individuals, families, and groups, at different field locations related to the implementation of the DFCD’s deals (households, farming fields, companies, private sector).
  • The consultant will work with the SNV and DFCD team to develop the story board, highlighting potential activities that must be captured during the field work.
  • SNV will help to connect to stakeholders and assure proper introductions to the stakeholders.

4.      Time Frame and Deliverables

Time frame:

  • Field work: July / August 2022
  • Post-production (editing, visual effectsadding captions and selecting best photos) deadline: July / August 2022

Deliverables:

  • All photographs:
    • In electronic form, e.g., on flashcard or USB or hard drive.
    • Format of electronic pictures: JPEG, PNG, or TIFF.
    • Resolution: high (minimum 300 dpi scale up to A1 size) that will be of an internationally acceptable standard.
    • Including captions with specific details such as geographical location, name of the person (for portraits), activity and any other relevant information.
  • A selection of ‘best of photos’, at least 80 high quality images for each field location and theme.
  • The photographs will be copyrighted to SNV and DFCD, and any violation of copyright law will be pursued appropriately.
  • Video:
    • Submit draft video for comments and suggestions.
    • Final video with English subtitle.
    • All final raw footages will be hand-over to SNV and DFCD.
    • Final video with approval from DFCD.

5.      Proposal Submission

Interested service providers are invited to submit their technical and cost proposal(s) comprising of the following:

  • Team composition and tasks assignment.
  • Detailed reference list indicating the scope and magnitude of similar assignments.
  • Relevant services undertaken in the past three (3) years.
  • Registration and other relevant statutory documents.
  • Sample works: videos and photos of similar work.
  • Full costing for proposed work in local currency.
  • An indication of your rate for retainer services for consideration for future assignments.

6.      Evaluation Factors

The Proposals for this contract will be evaluated according to the following criteria:

  • Thoroughness in complying with all the elements laid out in the tasks, consultant’s experience, and capacity.
  • Past performance, especially in nature photography and producing short documentaries for development context in preference with agribusiness and agriculture.
  • Strong familiarity with scope of work.
  • Quality of technical proposal.
  • Budget (value for money proposition).

Additionally, all eligible technical proposal shall be evaluated based on consultants demonstrated capacity to undertake the assignment as per the following assessment criteria.

Administrative or eligibility criteria shall be on a pass/ fail and the following must be submitted.

  • Certificate of registration for firms/companies;
  • Constitution (Memo & articles of association/ company’s act);
  • Valid trading licence;
  • CVs of recommended consultants showing education background and related experience.
