Consultancy for Development of Booklets “Reconciliator Stories” and “Manual on Establishment and Operation of Trusted Addresses”

Strengthening Vietnam Women’s Union’s capacity of financial planning and resource mobilizing and raising community’s awareness to respond to domestic violence in Viet Nam (in short: Financial planning capacity to reduce domestic violence in Vietnam). Phase II

BACKGROUND:   
The project “Financial capacity to reduce domestic violence” implemented by VWU with the financial support from AECID aims to strengthen the broad-sided capacity of the Women’s Unions at all levels to prevent and respond to domestic violence against women. After more than two year implementation, the project has gained some positive results in improving Women’s Unions’ capacity, enhancing community’s awareness on domestic violence in Vietnam and providing community-based support to victims. In order to promote that success, the project develops 2 communication booklets namely “Reconciliator stories” and “Manual on establishment and operation of trusted addresses”. The booklets will be produced and used for communication and training activitites to improve staff capacity and DV victims support in project sites (Bac Ninh, Da Nang, Kon Tum, Can Tho, Hau Giang and Soc Trang) and in other provinces/cities.

OBJECTIVES
1. General objective: To improve capacity of local staff in providing consulting/reconciliation for family conflicts, handling DV cases and supporting victims. 
2. Specified objectives:
“Reconciliators stories”: Through real stories of DV cases, including successful and not so successful reconciliation and handling DV cases, local staff could learn lessons for their DV prevention and responses.
 “Manual of establishment and operation for trusted addresses”: based on the project experience to draw lessons and guide local agencies and individuals on the conditions, steps to establish and operate trusted addresses, including training program for trusted addresses.

SCOPE OF CONSULTANCY: Under the supervision and guidance of the Central Project Management Unit, the responsibilities of the consultant(s) are:

1.“Reconciliator stories”
- Based on experience of the project “Financial planning capacity to reduce domestic violence”, collect information and write about the DV cases and family conflicts that have been solved successfully or unsuccessfully by project collaborators and reconciliators from 6 project provinces/cities. Analyze reasons of success, failures and lessons learnt. 
- Introduce briefly related existing regulations about reconciliation.
2. “Manual on establishment and operation of trusted addresses”
- Based on experience of the project “Financial planning capacity to reduce domestic violence”, draw lessons to give guidance on the conditions, steps to establish, operate and introduce trusted addresses within community; supervise and support trusted addresses; training program and materials for trusted addresses.
- Introduce briefly related existing regulations about trusted addresses.

DESCRIPTION OF BOOKLETS:
- Booklet “Reconciliator stories” includes about 30 DV cases and family conflicts that have happened in the recent 2 years in 6 projects’ provinces/cities. The booklet consists of 2 parts: 1) Stories (information about the case, responses of local collaborators or reconciliators, analyses of the reasons of success or failure and lessons learnt; 2) Brief introduction about current regulations on reconciliation. The booklet is about 40 pages.
- Booklet “Manual on establishment and operation of trusted addresses” consists of 2 parts: 1) Guidelines about trusted addresses (conditions and steps for establishment, operation and introduction about trusted addresses in community; supervision and support for trusted addresses; program and content of training courses for trusted addresses and 2) Brief introduction about current regulations on trusted addresses. The booklet is about 40 pages.
- Users: project communicators, Women’s Union staff, grassroots reconciliator groups, local authorities, related agencies in DV prevention and responses.
- The booklet will be used in communication activities, training or as reference material on prevention and control of domestic violence.

NUMBER OF WORKING DAYS: Maximum 35 working days

QUALIFICATIONS:   
- Individuals/firm providing consultancy is required to have good knowledge and experience on development of communication materials.
- Knowledge and experience on development area, particularly domestic violence is needed.
- In-depth understanding on Vietnam law, operation of the Women’s Unions and related agencies in the field of domestic violence prevention and responses is an advantage.
