Construction Monitoring Consultant (Lao Cai)

We are looking for a Vietnamese for Consultancy service, with following information:

Objectives of the Consultancy:

The purpose of this SOW is to engage a consultant to examine the technical designs/drawings, cost estimation and carry out construction supervision for the construction works in Lao Cai Province, as well as advice on the necessary adjustments to ensure that all technical requirements are met with cost efficiency.

Consultant’s responsibilities:

The consultant will need to complete the following tasks:

  • Finalize, including necessary adjustment the technical designs and cost estimation of the construction works in Bat Xat, Bao Thang, Bao Yen, and Muong Khuong districts.
  • Ensure that the technical designs of the construction works meet the technical and safety requirements (of SC and Government) and the estimated costs are reasonable.
  • Conduct monitoring and supervising trips during construction process to ensure that construction works meet requirements of their technical designs.

Deliverables/Expected outputs:

The consultant is expected to produce the following outputs:

  • 1 report (max:10 pages not including annexes) on the findings and recommendation for the design and cost estimation of 14 construction works, which: (i) states unsuitable details from technical designs and cost estimation (if any) (ii) provides measurement/recommendation for the design and cost estimation to ensure technical requirements and compliance in terms of cost and local guidelines.
  • 1 report (max:10 pages not including annexes) on the compliance of the bidding and selection process and the competency/ suitability of selected constructors, as well as advice on their construction plan for 21 construction works before contract signing.
  • 2 monthly supervision reports (max:10 pages not including annexes) on construction works with findings, work volumn completed and recommendations. To be submitted to Commissioning Manager before 10th of the following month.
  • Final consultancy report

Consultant’s Requirements:

  • University degree in a relevant discipline, e.g. construction and engineering
  • Experience in construction design and costing
  • Valid certificates for designing and appraising construction designs and cost estimation.
  • Experience in supervision of construction works at Lao Cai context
