The British Embassy in Hanoi is part of a world-wide network of 230 posts representing British political, defence, economic, trade, and consular interests around the world.  We are currently looking to recruit a Community Liaison Officer – Grade A2 (L). The appointment will initially be on a 1-Year Fixed-Term contract, subject to extension. 

This is a part-time role and the jobholder is expected to work 17.5 hours a week.

The Community Liaison Officer will work closely with Embassy Management to enhance the well-being of all staff at the UK diplomatic missions in Hanoi and Ho Chi Minh City, including through good communications, information gathering and sharing and outreach. This position has a particular role in supporting UK staff working at the Embassy and Consulate General and their families.

The Community Liaison Officer role will work as part of the Corporate Services Team in Hanoi and works on behalf of staff in Hanoi and Ho Chi Minh City, so some travel will be expected (at Embassy expense). The Community Liaison Officer would be provided a formal Communication Liaison Officer training course in London once the initial probation period is passed.

Main Functions

  • Information gathering for UK-based officers and their spouses/partners and families, and Local Staff on flexible deployment (including for those not yet at Post).  To include (where applicable) information primarily on spouse/partner employment at Posts; children's education (through completion of separate HR School and Nursery Information Sheets of authorised schools at Post); feedback on adult education; career and training opportunities; single officer and foreign born spouse/partner issues; recreational facilities; social matters; and completion of Diplomatic Service Family Association (DSFA) Spouse and Partner Annual Employment Report.
  • Welfare at Post: Welcoming all staff on posting/temporary duty/flexible deployment and accompanying families to ensure as smooth an integration as possible into the life of the Post community; following up to check that the settling in process is working; being a source of referral and support where questions, problems and difficulties arise; providing short Post community induction.
  • Advocate for UK-based staff and families in addressing issues of importance with Post Management. Act as main point of contact between Post and DSFA in London.
  • Communicating effectively on community and social matters across Posts to all staff. Being a point of contact for community matters.
  • Information management of Post Welcome Pack, Communication Liaison Officer homepage on Post’s Intranet/SharePoint site, input to update and review of Post Reports and Fact Sheets; management of domestic equipment float.

Requirements

  • Strong interpersonal and communication skills;
  • Understanding of issues arising from overseas relocation and of living in a foreign country;
  • Sound advocacy and influencing skills;
  • Good IT skills, including MS Office and Excel worksheet

Desirable

  • Knowledge of Vietnam (either Hanoi  or Ho Chi Minh City, desirably both);
  • Counselling/ mediation skills/ experience.

The salary for this position starts at VND 132,135,675 per annum.
