TITLE: Communications Consultant
PROJECT: Global Health Supply Chain–Procurement and Supply Management in Vietnam

Project Overview:

The purpose of the Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and the Office of Maternal and Child Health and Nutrition. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level in Vietnam, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

Background and Justification:

During its operations from 2016 to 2019, GHSC-PSM has achieved remarkable outcomes including 1) Accurately forecasting commodity demand to enable better procurement planning and supply monitoring; 2) Generating reliable data for supply decision-making by governments and donors; and 3) Transferring control over maintaining appropriate inventory levels of health commodities to local stakeholders. GHSC-PSM also supports the Vietnamese Government with the procurement and supply management of ARVs procured by the National Social Health Insurance (SHI) fund. For FY20, GHSC-PSM will create a communications plan that includes success stories, video and other products that will help with the dissemination of the milestones achieved in Vietnam during the GHSC-PSM tenure. For the above purpose, the GHSC-PSM seeks to engage a consultant to provide Communications support for the Vietnam office.

Purpose and Scope of work:

The consultant will undertake the following responsibilities:

  • Work closely with the technical team to identify content for the development of stories, infographics articles or other communication materials.
  • Develop/produce and distribute project long-life video and publication, success stories, quarterly e-newsletters, online-platforms, photographs and other communication products.
  • Document project activities and update communication materials as required for reporting and publication.
  • Assist in editing and publishing technical reports and other relevant documents.
  • As needed, provide support to leadership with drafting communications to USAID, the Ministry of Health, other partner organizations, and stakeholders.
  • Provide communication support events co-held by GHSC-PSM and partners.

Expected deliverables and timeline: from 1st December 2019 to 30th Sept 2020

Below is a list of illustrative deliverables. All deliverables will be discussed and agreed upon needs, priorities, timing and LOE required.

  • Project long-life video and publications.
  • Project success stories presented in hard copy or e-copy publications.
  • Ad hoc technical reports and other relevant documents are edited as needed.
  • Communication support is successfully provided to events as needed.
  • Success stories, briefs, and other communication products developed as requested.

Qualifications:

  • Bachelor’s degree in communication, public relations, journalism or social sciences. Master’s degree is a plus.
  • Minimum of 5 years-experience in communications.
  • Excellent communication and facilitation skills.
  • Outstanding English writing skills.
  • Experience communicating with high level officials, such as the GOV.
  • Understanding of health sector is a plus.
  • Proficient in Microsoft Office.

Estimated Level of Effort:

Up to a maximum of 800 billable hours (100 days) incurred within the timeframe stipulated above. No more than 8 hours may be billed on any given day.

Location of Assignment:

This assignment is expected to take place in Hanoi, Vietnam.

Supervision:

The consultant will report to the Country Director in Vietnam.
