Job Description

We are urgently looking for an experienced staff to fill in the position of Communication Officer working for an on-going donor-funded project in Hanoi (Part-time, up to 100 man-days per year).

S/he will handle the following keyresponsibilities and tasks:

• Elaborate and execute an effective Communication Outreach and Visibility Strategy and Action plan
• Create, disseminate and edit communications content and ensure Visibility of the Programme
• Design, supervise and assist in the organization of related events
• Establish and maintain relationships with the press and the public
• Elaborate and monitor communications budget for the overall Action
• Reporting on Visibility & Communication

S/he will liaise on a regular basis with various departments of the Donorand stakeholders, including (but not limited to) agriculture, city, water and sanitation, etc. S/he will also liaise on a regular basis with the Regional Communication Officer.More details will be discussed during the interview.

Assignment duration: ASAP to February 2025.

Required Skills/Experience

Education and experience:

• University degreeor higher in communication, journalism management,or related fields;
• At least 5 years of experience as Communication Officer (or equivalent position) in donor-funded projects/programs, including at least 2 projects/programs taking into account gender issues in their approach;
• Demonstrable experience in developing and implementing programs’ comprehensive communication plans;
• Knowledge in green urban/territories development and climate resilienceand coastal resilience in Vietnam and key institutions, or experience working on communication with these institutions, would be a distinct advantage;
• Experience in writing articles/ news, press relations and knowledge of Vietnamese media ecosystem;
• Experience in events organizationand website operation;
• Experience in producing video clips and taking photographs to promote projects, demonstrate projects’ impact;
• Experience oncommunication for EU-funded or development projects would be a strong asset;
• Strong interest in working in a comprehensive program involving different stakeholders

Skills:

• Proficiency in design and publishing software (InDesign/Photoshop), in Microsoft Office, in content management systems and social media platforms; knowledge of video editing software (Premiere pro or Final cut) would be an asset;
• Excellent English, especially in speaking and writing.
• Creative and innovative in developing communicationproducts;
• Analytical and organizational skillsand ability to plan and handle different tasks at the same time;
• Reliable and precise working style / High attention to detail;
• Client and service oriented;
• Open and outgoing personality, and team work;
• Willingness to work flexible hours;
• Willingness to travel to project siteswhen required
