Title: Communication Officer

About: Partnership for Higher Education Reform (PHER)The Partnership for Higher Education Reform (PHER) is a five-year initiative funded by USAID and implemented by Indiana University, aiming to modernize Vietnam's leading universities and strengthen Vietnam’s higher education system in alignment with USAID's Higher Education Program Framework.

PHER implements activities towards institutional reform in Vietnamese higher education institutions through developing effective and innovative models.  PHER focuses on the four project key pillars:  Governance and Policy, Improvement of Teaching and Learning, Research, and University-Industry Linkages. PHER activities target three major Vietnamese universities: Vietnam National University-Hanoi, Vietnam National University-Ho Chi Minh City, and the University of Danang. Higher-education policy advocacy and reform, technology and digitization, and gender empowerment are critical, cross-cutting strategies for success across these four pillars and support the long-term sustainability of PHER outcomes.

The Sang Kien Viet Nam Institute (SKI) is a sub-awardee to Indiana University supporting and implementing the PHER Activities in Vietnam.

Job Summary: The Communication Officer, based at SKI in Hanoi, Vietnam, will have the responsibility of managing and implementing communication activities towards the successful implementation of the PHER Activities.

Specific Responsibilities: The Communication Officer will:

  • Lead the development of and implementation of communications plans for the program that supports overarching project objectives.
  • Proactively identify communication opportunities by working closely with the program teams, attending team meetings, etc. Advise program staff on outreach and communications approaches that will help achieve programmatic goals within budget and time constraints.
  • Produce external communication materials in Vietnamese and English, such as news articles, press releases, blogs, social media updates, website content, major reports, videos/infographics and tracks metrics and engagement when possible.
  • In partnership with the program team, other communications staff, and vendors, develops content and manages creative execution to provide consistent, targeted, and impactful messaging for program communications deliverables.
  • Support the program teams in creating program-specific communications, such as events organization, flyers, posters and invitations.
  • Engage and gain credibility among stakeholders (beneficiaries, governments, donors, civil society, etc.) through regular activity updates, impact stories, joint communication activities and clear and better positioning of our program overall.
  • Other related tasks as assigned.

Required Qualifications and Work Experience: The person suitable for this position should have the following qualifications:

  • Bachelors’ degree or higher in the fields relevant to the assignment;
  • Preferred minimum 2 years of relevant professional experience in media, content production, digital communications, graphic design, event organization, or related field;

Required Skills: The Communication Officer should have the following skills:

  • Excellent written and verbal communication skills in both Vietnamese and English;
  • Computer literacy and experienced with design and publishing software;
  • Ability to work and communicate cross-culturally, including advance computer skills;
  • Demonstrated ability to work both independently and in team setting;
  • Demonstrated success in project management and report writing;
  • Proficient in English and Vietnamese written and verbal communication skills;
  • Maintains a high degree of professionalism;
  • Demonstrated time management and priority setting skills;
  • Excellent organizational, collaboration and team building skills;
  • Instills commitment to organizational goals.

Reporting and contract duration

During the fulfillment of requested works, the Communications Officer will ensure regular communication with the IU team prior to the delivery of expected results. The Communications Officer shall also ensure quality and timely delivery of the expected results and will regularly inform Project Management team on the progress and any challenges in project implementation. The Communications Officer reports directly to Project COP and DCOP.

The Communications Officer position is a full-time job.

Start Date: as soon as possible.

Working hours: Normal working hours are Monday to Friday from 8.30 am to 5.30 pm. Work outside normal hours may be required.

Salary: Appropriate compensation will be offered to the right candidate.

Work location: Room 501, Icon 4 Building, 243A De La Thanh St. – Dong Da – Ha Noi.
