Our climate change agenda interventions focus on adaptation and mitigation to address these issues. The climate change portfolio includes projects focusing on landscape restorations, agriculture value chain adaptation, and clean energy. SNV is also exploring its positioning and role in the Carbon Market landscape, where some of our projects are already enabling the reduction of GHGs and the generation of carbon credits.

Current projects and pipelines in this space total EUR50M across the region and are projected to grow by more than 20-40% in the coming years, with many of the future opportunities being multi-country and multi-sectorial. Opportunities to expand the portfolio exist and to pursue them systematically and proactively, SNV will implement an Asia Business Development Plan during 2023/24.

Job Description

As cornerstone of the Asia Business Development Plan 2023/24, SNV seeks a highly qualified, entrepreneurial, results-oriented professional to fill the role of Asia Climate Change Market Development Manager. The duty station of the position will be one of the Asian countries where SNV operates but he/she will report to the Head of the Global Partnership & Business Development team in The Hague.

We require a professional with knowledge of the thematic (Climate Change), the region (Asia) and with business development/partnership building acumen.

As climate change is expected to be the defining lens through which all work must be assessed in the Asia region, this position will be at the centre of a network encompassing SNV Country Directors,  SNV country Sector Leaders and SNV Global Sector Heads.  The position’s holder should be able to perform as a bridge between Countries and Sectors.   

The Asia Climate Change Market Development Manager will be responsible for leading and managing SNV’s climate change business and investment development activities within the Asia region in line with SNV’s global strategy and the Asia Business Development Plan 2023/24. He/she must endeavour for a close operational coordination and consultation with the Country Management Teams in the implementation of the Asia Business Development Plan 2023/24.

During the implementation of the Asia Business Development Plan, there will be a significant focus on bringing in new climate related funding to the region, including high-level influencing on country and regional portfolios for SNV’s funders (including impact investors) through extensive engagement with stakeholders, private sector actors, and donors while leading the preparation and submission of funding proposals and investment term sheets. As projects are won and move to implementation, it is expected that the Asia Climate Change Market Development Manager will begin to dedicate significant time to advising on specific multi-country projects in what is expected to be a growing portfolio. It is expected that the breakdown of level of effort will be of 80% for partnership and business development activities and 20% for technical backstopping. After the successful completion of the Asia Business Development Plan this balance could be reversed, if approved by SNV Managing Board.

The position will require at least 30% travel to country and project sites to engage with SNV country leadership, donors and partners.

Major Responsibilities:

  • Lead the development and implementation of the plan activities. Guarantee a close coordination with Country Management Teams, Global Partnership & BD Unit and Global Sectors.
  • Donor Intelligence & Donor Coordination: Research and analyse emerging trends and donor’s programmatic priorities in climate. Match them with SNV sectors, SNV Asia’s countries and collect internal and external intelligence to identify and influence potential funding opportunities at early stages. If agreed with Head of Global Partnership & Business Development and SNV Country Directors, assume the oversight for one or more priority donors for Asia region acting as key focal point on donor requirements and procurement guidelines.
  • Country/Region Pipeline development and Prospect Development: Grow and strengthen the SNV country & regional order intake pipeline on climate change: Work with Country Management teams to identify opportunities to mobilise financial resources for the Asia region, develop proposals and secure funding for projects and financing for investment. This includes traditional grant funding and emerging opportunities in the private sector, climate and carbon finance, and impact investment financing.
  • Profiling & positioning: Develop and maintain partnerships with national and international stakeholders (donors, relevant national governments, NGOs and private sector) to improve SNV’s market position and actively participate in external and internal networks.
  • Prospect development (bid management): Occasionally acts as the prospect coordinator (bid manager) leading the capture phase (research/intel gathering, partner/competitor analysis), up to a final proposal submission, representing SNV in contract negotiations.
  • Strategic advice on Climate change trends: provide strategic direction to CDs on the climate change space in terms of content and leadership to optimise development results and resource mobilisation.
  • Advisory services: provide advisory support to country programme portfolios and donor reporting. Coach the team of SNV project managers, advisors, and local and international consultants
  • Knowledge Management & Capacity Building: Support learning, documentation and evidence-based knowledge development and sharing in collaboration with SNV’s global team and partners. Build SNV colleagues’ capacity at country/region level for the development and pitching of ideas and concepts

Qualifications

Education: Master’s degree in a relevant field or equivalent.

Experience and Skills:

  • At least 10 years of experience in business development with major institutional donors, the private sector and foundations in Asia. Proven track record in business and partnerships development and growing portfolios in the international development sector at the global and/or country level, focusing on climate issues
  • Proven track record in resource mobilisation and business development on climate change financing, including Bilateral/Multi-lateral and private funders/investors.
  • Experience of internal priority project management within a large multi-national company or International NGO
  • Experienced networker and relationship manager, especially with donors and partners.
  • Knowledge of vulnerability analysis, gender and social inclusion dimensions of climate change.
  • In-depth knowledge of regional international frameworks, policies and government responses, including the carbon finance market.
  • Experience providing expert climate advisory to design or implement large-scale development projects/programmes in one or more SNV sectors.
  • Experience in proposal writing and preparation of project documents;
  • Expert knowledge on climate change impacts in Asia, particularly agri-food, energy and water.
