Chief Technical Advisor (CTA)

Lux-Development is the Executing Agency for the Luxembourg Ministry of Foreign Affairs. Within the framework of the implementation of its new Project called KHALODEP (Khammouane Local Development Project), in Khammouane Province, Lux-Development is currently seeking for a Chief Technical Advisor (CTA)

Location : Khammouane Province, Laos
Starting date : January 2014
Duration : 2 years renewable
Deadline for submission: 20 November 2013

Project background: the 7 years KHALODEP project aims at allowing Khammouane Province to achieve the targets set in the Socio Economic Development Plan (SEDP) and the MDGs. Within this framework, KHALODEP support will be more focused on the 35 poorest villages in three districts of the province. Project interventions aim at increasing governance capacity and outcomes for rural and local development, enhancing quality of life of people through community-led and improving planning, management and access to rural infrastructure in the three target districts.
KHALODEP will operate at provincial, district and commune level and will be de facto divided into two phases of respectively two and five years in order to be aligned with the provincial 5 years SEDP.

Scope of work:

- Sector Specialist:

  • Support the various authorities (PPID, DPO, PAFO, etc…), to strengthen their capabilities in planning, management and monitoring
  • Support the strengthening of other governance aspects like participatory planning, delegated funding mechanisms, management and procurement of infrastructure, climate and environment.

- Representative of Lux-Development in the Project Management Unit (PMU)
- Resource Manager for the Project Administration
- CTA responsibilities include transferring skills and competences in the field of integrating the relevant cross-cutting issues: gender equality, environment and climate change and governance for development.

Prerequisites and Technical skills:

  • Minimum a master degree in Social / Agricultural Economics;
  • A minimum of 10 years experience in running projects for livelihood development in developing countries and transitional economies especially from Asia;
  • A minimum of 10 years experience of proven record in partnership development with national agency and international donors, translating policy principles into effective policy and program interventions in the field;
