Job Description

IIE seeks qualified Chief of Party (CoP) candidates for the upcoming USAID/Vietnam Young Southeast Asian Leaders Initiative (YSEALI) – Mekong Leadership Center activity.  The activity is to expand on the existing Young Southeast Leaders Initiative by establishing a YSEALI Mekong Leadership Center to:  build the leadership capabilities of youth in the region; strengthen ties among the Mekong countries, ASEAN countries, and the United States; and nurture a community of leaders who work across borders to address shared Mekong regional issues.  The CoP will have oversight of field staff, field-based finances, monitoring and evaluation, and deliverables.  In addition, the CoP will oversee the overall strategic vision of the program along with its supporting activities.

Essential Functions:

  • Provides program leadership, management and establishes the direction of the program. Builds strategic partnerships with USAID/Vietnam, the institution supporting the YSEALI Mekong Leadership Center, institutions in participating countries, and participating youth. In collaboration with USAID and partners, sets a clear strategic vision and plan for the program.
  • Provides capacity building of the local in-country team including coaching and mentoring. Works closely with project team members to monitor program implementation and to ensure high quality and timely completion and submission of all required deliverables.  Works closely with the IIE-home office staff on management of budget, compliance, reporting, and other project related issues.
  • Oversees the design and implementation of YSEALI to build the leadership capabilities of youth in participating countries; establish a sustainable Mekong Leadership Center; strengthens organizational and individual ties among Mekong countries, ASEAN countries, and the United States; and develops and supports a community of leaders who work across borders to address Mekong regional issues.
  • Provides technical assistance in the areas of youth leadership, institutional capacity building, and alumni networks.
  • Develops and supervises all in-country and Asia regional program activities including but not limited to travel, visas, events, leadership skill building, partner coordination, and alumni activities.
  • Provides office leadership and compliance oversight. Oversees in-country finances, budgeting, and procurement.  The CoP ensures that all finance and procurement is compliant with USG and IIE policies and procedures.  
  • Oversight of the monitoring, evaluation, and learning (MEL) plan including development of the MEL Plan, collection of data, analysis of data, reporting, and making needed adjustments to program activities based on the MEL data.

Job Requirements

Education and Work Experience:

  • Requires a Bachelor's degree in order to apply a working knowledge of the theories and principles in a specialized field or work discipline.
  • Requires at least five years of related work experience.

Knowledge Skills and Abilities:

  • Extensive experience with the development and management of youth leadership programs.  Knowledge about the opportunities and challenges associated with regional youth leadership development.
  • Knowledge of Mekong regional issues.
  • Experience and knowledge of leadership centers or educational institutions with leadership centers in Vietnam and the Mekong region preferred.
  • Proven supervisory and team leadership experience of diverse, multi-disciplinary staff.
  • Demonstrated leadership, strategic thinking and planning, management, and presentation skills.
  • Fluency in English is required.
  • Knowledge of and experience with the Young Southeast Asian Leaders Initiative is a plus.
