Chief of Party

Viet-Nam Assistance for the Handicapped (VNAH) is looking for a Chief of Party (CoP) for a 3-year project in Vietnam.The Project, “Inclusion of Vietnamese with Disabilities” (IVWD), is funded by the United States Agency for International Development (USAID) from October 2011 through December 2014.  The Project has two major objectives:

1)  To develop a national strategy for an integrated and comprehensive national network of disability services.
2) To increase inclusive employment for people with disabilities (PWD) through inclusive business development.

Expected project outcomes include:

- A national strategy to develop and sustain a comprehensive national network of rehabilitation/disability services
- Standard procedures enabling cross-agency coordination in developing and supporting a national network of rehabilitation/disability services
- Social Work curricula/training programs focusing on integrated community-based rehabilitation and support services to PWD to be taught at universities, vocational training colleges, and in communities to frontline workers
- Curriculum on vocational rehabilitation to be taught at medical universities/colleges
- Guidelines on implementing vocational rehabilitation programs
- A model vocational rehabilitation program in Hanoi
- A Penalty Decree to enforce national disability laws and policies
- Increase in membership of the Blue Ribbon Employers Council to 250 businesses that create 1,300 additional jobs for PWD
- Monitoring and evaluation system for the National Coordinating Council on Disability (NCCD) and the Vietnam Federation for Disability (VFD) to improve disability law enforcement
- The CoP will lead a team of about 12 members at VNAH’s main office in Hanoi and reports to the VNAH president.

General responsibilities:

The CoP will provide leadership in project implementation and project monitoring and evaluation. He/she will work with USAID (the donor), local partners including but not limited to Ministries of Labor, Invalid and Social Affairs; Health; Education and Training and beneficiaries.   The CoP will ensure that project operation and management conforms with donors’ rules and regulations, as well as VNAH’s internal policy and procedures, and that project objectives and expected results are accomplished as planned and agreed with donors.

Specific responsibilities:

- Provide leadership and supervision in setting priorities, planning and implementation of all project activities, and managing partnerships with local implementing partners.
- Ensure that all project activities are performed properly and results are achieved timely.
- Provide technical advice, direction, and supervision to project staff and consultants in project planning, implementation, monitoring and evaluation.
- Establish and manage relations with local, international partners and beneficiaries; provide troubleshooting as needed. 
- Supervise the preparation and submission of work plans, monitoring and evaluation (M&E) plans, progress reports, annual reports, financial reports, and other reports as required by USAID, VNAH, and the local government.
- Supervise and manage long-term and short-term project personnel, including recruitment and performance evaluations.
- Manage the proper procurement, use, and disposal of property, equipment, vehicles, and facilities obtained for the project’s implementation.

Qualifications:

- Master degree or higher level of education in international development program or health or social studies.
- A minimum of 10 years of experience in managing programs of national/regional scale related to disability, disability policy, rehabilitation or similar position with senior responsibility in social development programs.
- Proven leadership, managerial, and administrative skills, including experience in managing social development programs related to disability, disability policy, or rehabilitation.
- Experience in working with USAID-funded programs/grants and regulations.
- Familiarity with Vietnam’s history, culture, and economy, including its disability policies and programs and the situation of Vietnamese with disabilities.
- Excellent interpersonal and communication skills; demonstrated ability to interact effectively with people of different cultural backgrounds, including government officials and people with disabilities.
- Fluent in spoken and written English; competent in spoken Vietnamese is a strong plus.
