Based in Hanoi with travel to other provinces

SNV Netherlands Development Organisation has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+.

SNV as a result of an international competitive commercial tender has been selected by the UK Department for International Development (DFID) as the Fund Manager to run the Vietnam Business Challenge Fund (VBCF) from September 2012 until the end of 2015.  The overall purpose of VBCF is to support the private sector in Vietnam to develop innovative Inclusive Business models that deliver both commercial benefits for the private sector and developmental benefits for poor people, in terms of job creation, income improvements and availability of more affordable goods and services.

VBCF will provide business mentoring support and award non-reimbursable funding of selected proposal budgets to companies operating in Vietnam through competitive calls for relevant business proposals that will handle the market challenges innovatively, benefit the poor and be commercially sustainable and replicable in the long run. Funding is available for up to USD 800,000 per project for proposals in three sectors – agriculture, low-carbon growth and infrastructure and basic services.

We are seeking a dynamic and highly motivated national candidate to fill in the position of Chief Accountant as part of the VBCF team. 

Responsibilities

  • Developing and implementing a tailor made financial management, monitoring and reporting system for the overall VBCF, under the existing SNV system and in compliance with DFID requirements
  • Provide day-to-day financial management, demonstrating clear value for money at each stage of the implementation process. This will include demonstrating that administrative costs can be minimized; that management processes (including procurement procedures) are designed to maximize cost-effectiveness; and that funds can be allocated based on evidence of results to ensure the greatest possible impact is achieved  
  • Regularly consolidating data from the administration into reports and overviews and prepare management information to Team Leader, Fund Manager and / or DFID, using the provided formats and based on guidelines
  • Maintaining general ledger and maintain and reconcile bank accounts, preparing financial transactions and payments, liquidity applications, based on financial and accounting procedures and guidelines of the Team Leader and DFID
  • Compiling and maintaining a project documents archive and database: legal, technical and financial. and maintain quality and accessibility of archive and files, conform administrative procedures and filing procedures
  • Develop monthly and quarterly financial reports
  • Develop the financial forecasts on a yearly and quarterly basis
  • Develop payment claims, based on information in the expenditure, forecast and balance.
  • Make payments directly itself to the grantees upon completion of each milestone
  • Monitor the disbursement of funds to grantees and maintain detailed records of how funds are utilized compared to contracted purposes.
  • Assisting all members in daily administration tasks

Candidate profile

  • Vietnamese citizen
  • University degree (Finance, Accounting or auditing)
  • At least 5 years of relevant experience in program accounting, auditing and financial areas
  • Specialized in project administration set up and execution.
  • Initiative and creativity in solving problems; ability to work well under pressure
  • Good organizing skills and communication skills (English and Vietnamese)
  • Good team spirit and enthusiasm
  • Good computer skills in MS-applications (Word, Excel, Internet, Email)

Contract Duration: SNV Vietnam offers a one-year national employment contract with the possibility of extension.
