Capacity Building Specialist

SUPERVISOR’S TITLE:  Country Coordinator (Vietnam)/ Regional Director (Asia)
COORDINATES WITH: CIFPEN Capacity Building Specialist

Background
CHF, a Canadian NGO with 50 years of experience in international development, has entered into a partnership agreement with the Civil Society Inclusion in Food Security and Poverty Elimination Network (CIFPEN) for the purpose of working together on a Capacity Building Project. The project, funded through grant assistance from Irish Aid’s Civil Society Facility, is aimed at increasing the capacity of a number of Vietnamese organizations to effectively mobilize grassroots participation and deliver development programs and services targeting vulnerable groups such as ethnic minorities. By strengthening the organizational, programmatic and networking capacity of VNGOs, CHF and CIFPEN will enhance the role of civil society organizations in participatory democracy while improving the resilience and livelihoods of vulnerable communities. The project will take a ‘learning-by-doing’ approach to capacity development by administering a sub-project fund aimed at providing opportunities to local organizations to apply their newly acquired skills for effective delivery of responsive sub-projects.

Scope of Work and Activities:
The Capacity Building Specialist will serve in a technical advisory capacity to CHF.  This part time position will provide technical advice and assistance in planning, monitoring and implementation of project activities, with a special focus on capacity development of CIFPEN and its members. The position requires demonstrated skills in planning and implementing organizational development and capacity building plans using participatory and collaborative approaches.

The Capacity Building Specialist will be expected to perform the following duties under the overall supervision of CHF’s Regional Director (Asia) and under the direct supervision the Country Coordinator (Vietnam). He/She will coordinate and cooperate with CIFPEN’s Capacity Building Specialist.

CIFPEN Capacity Building
- Along with CHF Technical Services Manager, design and conduct an Institutional Assessment  (IA) of CIFPEN and contribute to the consolidation of a comprehensive Capacity Building Plan (CBP)
- Prepare a detailed workplan (activities, timeline and budget) that responds to CIFPEN’s CBP
- Oversee training syllabus and prepare training content and formats when required
- Prepare Terms of Reference for training consultants and lead recruitment process
- Monitor training consultants and provide feedback and guidance
- Provide required training, coaching and follow-up support in all capacity building efforts for CIFPEN
- Monitor progress towards results of CIFPEN’s CBP

VNGO Capacity Building
In close coordination with CIFPEN Capacity Building Specialist (CBS), design criteria and processes to screen and choose participating VNGOs. Assess and select participating VNGOs
Support CIFPEN CBS in the  Pool of Experts (POE) selection process, including defining selection criteria, assessing candidates and recruiting
Provide feedback on content and format of trainings for VNGOs
Evaluate quality of trainings and coaching provided by CIFPEN’s Pool of Experts

Sub-Projects
- In close coordination with CIFPEN CBS, design criteria and process to assess, screen and select VNGOs eligible for sub-project funding
- In close coordination with CIFPEN CBS, assess and select eligible VNGOs
- In close coordination with CIFPEN CBS, design strategy to incorporate trainings and coaching to sub-project implementation of each VNGO
- Monitor sub-project fund disbursement, budget, implementation progress and linked trainings and coaching

Monitoring and Reporting
- Monitor the project’s overall progress towards results, including workplans, budgets and output and outcome indicators
- Design data collection and analysis tools and formats (qualitative and quantitative)
- Coordinate and lead all data collection efforts
- Analyze data and information and generate progress and summary reports and tables
- Update and maintain database
- Consolidate and review progress reports submitted to CHF-Ottawa and Irish Aid

Essential Skills and Experience:
1. Masters degree (or equivalent experience) in a field related to development
2. Minimum five (5) years of professional experience in a field related Institutional development and capacity building;
3. Proven skills in capacity building of local NGOs, with experience providing technical assistance and training;
4. Understanding of and familiarity with key players in the NGO and Capacity Development sectors in Vietnam.
5. Strong practical experience in results-based project management, participatory planning and monitoring and evaluation
6. Strong experience in, knowledge of and experience in applying participatory techniques and promoting gender equity;
7. Fluent in written and spoken Vietnamese and English.
