CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. Project Information

USAID Pathways for Participation: Strengthening the Civil Society Response to HIV in Vietnam Project (PfP) is a PEPFAR/USAID funded project being implemented in partnership by CARE International in Viet Nam and Research Triangle Institute.
PfP aims to place people living with and affected by HIV at the centre of the response in Vietnam. PfP works with civil society organisations (CSOs) representing most at risk populations (MARP’s) including injecting drug users (IDUs) and their sexual partners, male and female sex workers and their clients, men who have sex with men (MSM), and people living with HIV (PLHIV).
One of the PfP focused activities is to build organisational and technical capacity of CSOs delivered through five ‘Pathways Lead Partners’ (PLPs) to institutionalize the engagement of CSOs and the MARPs/PLHIV they represent in the design and delivery of services and programs needed to prevent and mitigate HIV.

Main duties

- Under the management of the Capacity Building and Organizational Development Manager, the Capacity building – Technical (CBT) Specialist for CSOs is responsible for the following task areas:
Task Area 1:
- Fully understand and ensure CARE’s scope of work, indicators and deliverables implemented with the scheduled timeline under the contract with the donor
Task Area 2:
- Collaborate with PfP technical staff and five PLPs to undertake annual review of the organizational and technical capacity of CSOs and to prepare capacity building plans based on the needs identified;
Task Area 3:
- Provide technical assistance to the PLPs in the design and delivery of a Organizational Development (OD) program for strengthening capacity of the project prioritized CSOs and monitor implementation quality and progress in 9 PEPFAR provinces, which includes all necessary training curricula, guidelines and tools on OD topics;
Task Area 4:
- Develop and support mentoring and coaching programs following up after the provision of OD trainings that links expertise of PfP and PLP staff with CSO needs;
Task Area 5:
- Facilitate the operation of the OD sub-group under the USAID Pathways Technical Task Force to mobilize PLP’s human resources for the design the OD program and roll out its implementation in each PLP’s assigned province in an effective coordination among all 5 PLPs; Facilitate the establishment and operation of a group of OD trainers and mentors who are from the 5 PLPs to maximize OD support for CSOs in the 9 provinces;
Task Area 6:
- Customize and adapt the HIV Code of Good Practices in the design and implementation of the OD program for CSOs;
Task Area 7:
- Develop mechanisms for sharing lessons learnt and transferring skills among the project partners and with other CSOs;
Task Area 8:
- Coordinate closely with key Vietnam HIV/AIDS and health programs to align PfP funded activities to complimentary programs, national guidelines, policies and procedures;
Task Area 9:
- Participates in NGO and government forums to represent and promote program activities as required;
Task Area 10:
- Any other relevant duties related to the project as directed by the Capacity Building and Organizational Development Manager.
Selection Criteria:
- University and/ or advanced degree in a field relevant to capacity building/adult education;
- Previous experience with international or local NGO or aid management organizations;
- A minimum of  3 years demonstrated experience in the design, implementation, and evaluation of capacity building programs with national staff and/or civil society organizations;
- Demonstrated understanding of best practice approaches to capacity building and adult learning, and HIV Code of Good Practices;
- Understanding of CSO environment in Vietnam
- Demonstrated commitment to PfP’s core value of positioning people living with and affected by HIV at the centre of the HIV response in Vietnam;
- Demonstrated skills and practical experience in either one or more of the areas of gender, advocacy and M&E would be a major advantage;
- Excellent written and verbal communication skills in Vietnamese and English.
