DAI Global, LLC is seeking candidates for a Trade Facilitation Specialist to support the anticipated USAID-funded Trade Facilitation Activity in Vietnam, which is expected to begin in late 2018. The objectives of the program will be to achieve the simplification, harmonization, professionalization, and adoption and implementation of risk management customs approaches at the national and provincial levels to expedite cross-border trade and to enable Vietnam to implement WTO TFA commitments.

The M&E Specialist will work with the program team to refine and implement an overall project M&E plan.

Responsibilities:

  • Develop the Results Frameworks and M&E Plan for the Program;
  • Ensures the M&E strategy incorporates a system-wide approach, is flexible and responsive and builds ownership amongst local stakeholders;
  • Development of rigorous, simple and effective tools to be used by delivery partners to monitor and/or evaluate on their own;
  • Provide technical advice and guidance on operational research / learning agenda;
  • Technical leadership and review of key baseline and annual studies;
  • Day to day implementation of the M&E Plan, including compiling monthly data on program deliverables, tracking risks,
  • Supporting/coordinating contracted researchers/enumerators as needed;
  • Supervises and mentors M&E Officers and provides technical assistance to other technical advisors and partner organizations;
  • Contributes to strategy development through reviewing: program logic; quality of data; capacity of project team and partners; and project resources.

Qualifications:

  • Master’s degree in economics, law, business, international affairs or a related field.
  • Strong record of at least seven years of professional performance in international trade.
  • At least seven years of international development work experience in a field related to monitoring and evaluation of economic growth programs.
  • Proven experience in data analytical analysis, interpretation and knowledge management implementation approaches.
  • Proven experience in computer knowledge on database software, such as MS Excel and SPSS.
  • At least eight (8) years supervisory work experience, including: (1) direct supervision of professional and support staff; (2) quality evaluation of staff performance and deliverables; and (3) project management under contract(s).
  • Experience working on or with donor-funded economic growth programs– strong preference for prior experience on USAID-funded projects;
  • Proven ability to develop relationships with different partners, collaborators, and clients to ensure coordinated implementation of project activities and represent DAI;
  • Excellent verbal and written English communication skills.
