Call for Letter of Interest: Post-Training Assessments

USAID’s Avian and Pandemic Influenza Initiative, implemented by Abt Associates Inc., is inviting relevant organizations, companies and/or groups of consultants to submit a Letter of Interest (LOI) for the planning and implementation of the project’s Post-Training Assessment. The anticipated timeframe for the work is around May-August 2011.

1. Background
USAID’s Avian and Pandemic Influenza Initiative is a 3-year project (Oct 2009 – Sept 2012) that aims to improve Vietnam’s public and private sector capacity to prevent and control highly pathogenic avian influenza (HPAI) and enhance surveillance of avian and pandemic influenza and emerging zoonotic diseases, particularly at the local/community level. The project provides training in Human Health (Community-based Surveillance; Infection Control and Case Management in District Hospitals), in Animal Health (Animal Health Workers and Agricultural Extension Workers), and in Behavior Change Communication. The general approach is Training of Trainers followed by roll-out/diffusion training. The project operates in five provinces: Hung Yen, Ha Nam, Quang Tri, Can Tho and Kien Giang.

2. Scope of Work
In the process of turning the training into real and sustained capacity building, the planned post-training assessments shall determine the effectiveness of the training conducted so far, identify the motivators and barriers to application of new skills and knowledge among trainees and suggest a follow up strategy. The selected subcontractor will conduct the following key activities but not limited to:
1) Work with the APII team to develop a fully detailed the scope of work.
2) Conduct desk review of training activities implemented so far under APII.
3) Design a post-training assessment strategy and plan (with budget).
4) Conduct the actual post-training assessment.
5) Develop and present to APII all relevant databases and data displays.
6) Prepare and submit the assessment report.

3. Deliverables
The selected subcontractor is required to provide the following products/deliverables.
1) Desk review report.
2) Post-training assessment strategy, plan and protocols, including budget and tools.
3) Field technical report, including detailed field notes.
4) Electronic data bases and data displays for both qualitative and quantitative data.
5) Presentation on the assessment results and assessment reports, including recommendations to improve the quality of trainings.
6) Follow-up strategy.

4. Guidance for submission
Interested organizations are requested to submit: (1) Letter of interest; (2) Organization’s profile with details on the past three service provisions; (3) CVs of proposed core members to be involved in this assessment; and (4) Other supporting documents on previous works completed.
