Biomedical Engineer Consultant

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year, global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC Vietnam’s goal is to deliver efficient, affordable, results-based technical assistance and direct services while closing remaining gaps in Vietnam’s efforts to meet HIV epidemic control targets and address the global COVID-19 pandemic.

We are seeking a qualified Biomedical Engineer to lead field assessments for feasibility to support liquid oxygen system infrastructure improvement.

SCOPE OF WORK

The qualified individual will collaborate with EpiC to work with the Ministry of Health and provincial health facilities to develop an assessment to assess needs and feasibility to improve liquid oxygen infrastructure. Work will include:

  • Create or adapt tools to support systematic field assessments
  • Work with provincial and national authorities to gain authorization to conduct field assessments
  • Collaborate with on-site engineers to discuss existing LOX infrastructure and determine potential needs
  • Participate in on-site assessments and lead preparation of assessment reports.
  • Develop site-by-site proposals for:
    • Equipment including tanks, vaporizers, piping, oxygen outlets, and construction needs including foundation and fencing
    • Training and capacity building needs for biomedical staff to successfully sustain maintenance of the equipment
    • Sustainability planning including spare parts and maintenance.
  • Support EpiC team to develop realistic costing plans based on assessments and site proposals

DELIVERABLES

  • Site assessment tool, approved by EpiC and USAID/Vietnam
  • Engagement of provincial and national health authorities in selection process
  • Assessment reports
  • Completed site proposals including all recommended infrastructure, proposals must have the support of site engineers, site leadership, and provincial authorities
  • Support for project costing activities based on proposals

QUALIFICATION

  • Engineering/Bachelor’s degree in biomedical engineering, biomedical science, or a related field.
  • Proven experience working within the field of biomedical engineering, medical gas industry, liquid oxygen system, medical piping design, construction and installation.
  • Analytical and problem-solving skills, meticulous attention to detail.
  • Great eye for design and the technical ability to transform designs into products.
  • Experience working with Ministry of Health, provincial health authorities preferable.
  • English skills ideal, but not required.
