Auditing Services for Intergeneration Deaf Education Outreach Project

World Concern Development Organization (WCDO) in cooperation with the Ministry of Education and Training (MOET) has received financing from the World Bank toward the cost of the “Intergenerational Deaf Education Outreach” (IDEO) Project, and intends to apply part of the proceeds for consulting services.

The audit services (“the Services”) include an annual auditing of the project in order to have a professional opinion of the financial performance and financial position of the project, and to ensure that the funds have been used properly for the purpose for which they are intended and accounted for, in accordance with the World Bank procedures.  The audit will be carried out every end of the fiscal year in accordance with International Standards on Auditing and will include such tests and other auditing procedures as the auditor considers necessary under the circumstances.

World Concern Development Organization (WCDO) now invites eligible audit firms (“Auditors”) to indicate their interest in providing the services. Interested Auditors must provide information indicating that they are qualified to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among audit staff, etc.).  To be included in the shortlist the consulting firm must meet the following criteria: i) must be a legal entity with business license granted by the competent authority, ii) auditors shall hold relevant professional qualifications with in-depth experience in conducting audits of project financial statements and they should be properly granted with relevant professional license by the ministry of finance, iii) audit managers shall have 8 years’ experience while audit seniors who are the team leader shall have 5 years’ experience in their profession, iv) all established procedures and methodology are reliable and in conformity with International Standards on Auditing.

The attention of selected consultants/auditors is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”) issued January 2011, setting forth the WB policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the CQS method set out in the Consultant Guidelines.
