Assistant Accountant

The EU/FES funded project "Trade Unions in Transition and the Empowerment of Workers: Developing the Rule of Law and Social Partnerships in Labour Relations", implemented by FES and Vietnam General Confederation of Labors  seeks to contract an assistant accountant for approximately 23 months full time position.

Functions and Duties:

  • Ensuring daily accountancy for project activities, bank and cash operations, budget overview
  • Maintaining account files and other financial files up-to-date and in a secure environment
  • Managing staff payments and fees for local and/or international short-term experts in accordance with legal and financial regulations, respecting all deadlines
  • Ensuring all revenues (VAT, mission costs etc.) are processed according to the financial regulations and respecting all deadlines.
  • Preparing monthly reports on project related administrative expenditure,
  • Preparing final financial reports requested by the EU Delegation to Vietnam;
  • Ensuring regular consultations with the FES country office in Hanoi, the FES
  • Finance  Department  in Berlin/ Germany
  • Supporting Key Expert and project steering committee in activity preparations

Requirements:

EDUCATION AND TRAINING

  • Qualification in Accounting & Business Administration

 

EXPERIENCE

  • Minimum 2 years’ experience in relevant field.
  • Previous experience in EU project procedures is an advantage.

KNOWLEDGE

  • Accountancy, administration and management
  • Local Legislation - particularly concerning taxation and assets
  • Excellent computer literacy in key software packages (e.g. Excel)

SKILLS

  • Excellent  knowledge of  English and Vietnamese  languages;  additional  knowledge  of German would be an advantage
  • Excellent oral and written communications skills in English and Vietnamese
  • Excellent  ability  to  understand  and  contribute  to  effective  and  efficient  project administration.
  • Excellent Capacity to focus on priorities and to organize work and to deliver on time.
  • Very good problem-solving skills and ability to produce high-quality results within tight deadlines.
  • Very good commitment to assure quality and accuracy in performing technical and procedural duties.
