FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment, TB case finding and treatment, clinical research, anti-microbial resistance, health system strengthening, maternal and child health and nutrition, diagnostics and laboratory services.

We are currently seeking a qualified and highly motivated Vietnamese national candidate to serve as Animal Health/One Health Coordinator for The Fleming Fund Country Grant for Vietnam - Tackling Antimicrobial Resistance in Vietnam, based in Hanoi.

Project Description:

The Fleming Fund Country Grant for Vietnam—Tackling Antimicrobial Resistance in Vietnam is addressing critical gaps in surveillance of antibiotic resistant bacteria in Vietnam. This grant is supporting implementation of national plans for antimicrobial resistance (AMR) surveillance and focusing on selected number of AMR surveillance sites. We will work closely with local entities that are already involved in AMR surveillance, AMR/AMU oversight and improvement activities, local and national Technical Working Groups and national and regional reference laboratories for human and animal health, participating AMR/AMU surveillance sites, and other government and national and international non-government stakeholders, and UN agencies as well as Mott MacDonald, The Fleming Fund Management Agent.

Position Description:

The position will utilize his/her technical competencies in one health approach, in coordination and public health program management, to support the project to plan, implement, monitor and evaluate AMR/AMU resistance surveillance. The incumbent will identify gaps in AMR capacity, and support to improve policies, strategies, plans and systems for infection prevention and control. S/He is expected to develop collaborative relationships with other project staff, interact with internal and external clients and partners, particularly with MARD and its agencies and bring innovative ideas, methodologies and approaches to problems associated with AMR and infectious disease surveillance and response in the global setting. Specific responsibilities may include but are not limited to:

  • Assist in coordinating the on implementation of multi-sectoral activities to strengthen and improve relationships cross relevant ministries, which includes high level coordination of key stakeholders, donor and other partners, conducting regular meetings/ workshops to ensure AMR and AMU surveillance information is shared between MOH and MARD, to enhance AMR knowledge exchange between research institutions and the Vietnamese government
  • Support the implementation of the FF project and provide technical input on advocacy and communication issues;
  • Provide technical and coordination assistance to establish a functional AMR/AMU surveillance technical working group (TWG) and AH sub-group under OH AMR/AMU TWG;
  • Provide technical and coordination assistance to conduct national stakeholder’s consultation meetings/workshops to develop the 2020-2025 National Action Plan;
  • Provide technical assistance, and coordinate all stakeholders (government, on-government and private entities) to organize and conduct the National Symposium on AMR and AMU; 
  • Lead the development of materials for the knowledge management sharing and for strategies in AMR/AMU on livestock production, animal health disease prevention related issues as well as documenting FF project activities in Vietnam through policy briefs and write ups as required;
  • Collaborate closely with key government and international agencies to promote priority issues relevant to the FF activities by building relationships with mass media, government agencies from MOH and MARD using the one health approach;
  • Assist the team in developing AMR advocacy materials such as policy brief and fact sheets for different stakeholder as needed;
  • Lead the organization and implementation the Knowledge Management sharing workshop and events;

Qualifications and requirements:

  • Bachelor’s degree in one health, animal science, health, biology, agriculture, knowledge/ information services, communication, environment, international development or other relevant subject;
  • At least 5-8 years of experience in one or a combination of the following areas: one health, AMR/AMU management, bacteria disease surveillance within low and middle-income countries, animal health and health system strengthening in low and middle-income countries or public health
  • Ability to communicate and coordinate with government, and national and international non-government stakeholders, and UN agencies.
  • Ability to work efficiently and effectively in an IT environment.
  • Strong coordination, communication, and interpersonal aptitudes
  • Fluency in English language
  • Sensitivity to cultural differences and understanding of the ethical issues surrounding research and surveillance
  • Able to travel as needed (10-20 percent) in different parts of Vietnam
