Agricultural Support Officer; M&E and Learning Facilitator; Project Officer

Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is assisting the Cao Bang Department of Agriculture and Rural Development to implement the project VIE036  “ Irrigation Cao Bang, Wise Use of Water and Agriculture” (WUWA).

VIE/036 WUWA is in its starting up phase and has a planned duration of five years.

The project VIE/036 WUWA has three result areas:

1. Agricultural Productivity – Optimized, diversified and more resilient agricultural production systems;
2. Access to Water – Increased water availability for agricultural production systems;
3. Improved Process – Producers and service providers are actively invested in the planning and management of agricultural production systems

Lux-Development is looking for candidates to fill the following positions, (one year assignment, renewable):

1) Agricultural Support Officer (ASO)

Main task and activities

  • Proactively facilitate Divisions with Agriculture related responsibilities via learning by doing approach for activities as reflected in their 2016/17 Work-plans and budgets;
  • Help counterpart to improve the management processes for:
  • Planned works those are part of their function;
  • For planned works those are newly identified and potentially be part of their function in the future, the advocacy pathway shall be applied to help counterpart to institutionalise such function in future.
  • Support Agriculture related Divisions in the economic analysis for production oriented activities;
  • As part of the facilitation approach, to identify weaknesses and opportunities for Capacity Development of actors and institutions;
  • Support to the development and implementation of the Community Development Funds (CDF) for Livelihood (T2A1) and related Capacity Development including market development efforts for agricultural products.

Minimum Requirements:

  • Bachelors degree preferably in Animal science, Agronomy, agricultural economics, rural development, or agribusiness;
  • Experience in agriculture, rural development projects and extension services;
  • Good communication skills;
  • Good analytical and report writing skills;
  • High motivation to work in and support poor and mountainous areas;
  • Good command of English is an advantage;
  • Good skills in MS applications as Word, Excel and PowerPoint.

2) M&E and Learning Facilitator (MLF)

Main task and activities:

  • Proactively facilitate RDD to implement the internal result based M&E system including;
  • Jointly organise M&E activities for collating data relate to the performance of agricultural services provided by the various stakeholder;
  • Facilitate the policy reviewing process for the provision of better quality, evidenced based policy recommendations to the board of directors of DARD;
  • Support the field implementation of Community based Market Facilitation and provide guidance at timely and quality manner;
  • Be responsible for implementing works relating to VIE036 M&E matrix and consolidation of reports.

Minimum Requirements:

  • A bachelors degree preferably in agricultural economics, rural development, marketing;
  • Experience in M&E work in agriculture, rural development projects and extension services is preferable;
  • Good communication skills;
  • Good analytical and report writing skills;
  • High motivation to work in and support poor and mountainous areas;
  • Good command of English is an advantage;
  • Good skills in MS applications as Access, Excel, Word, Excel and PowerPoint.

3) Project Officer (PO)

Main task and activities:

  • Support Project Management and Coordination;
  • Interpretation and translation;
  • Monthly report preparation;
  • Other tasks that may be requested for by CTC.

Minimum Requirements:

  • Master’s Degree in economics, social science or other relevant field is an advantage;
  • Bachelor degree in English, specifically in Interpretation/Translation Major;
  • At least 3 years experience in office management, project management or proven engagement in development projects and/or development organisations;
  • Excellent skills in English, verbal and written;
  • Experience in working for/with provincial and local authorities/ departments is an advantage;
  • Ability to interpret into Tay or Nung would be an advantage;
  • Excellent team player with strong communication, organizational and presentation skills;
  • Good computer skills, especially in Microsoft Word, PowerPoint, Excel, Internet.
