SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+.

SNV is engaged in the Dutch Sustainable Trade Initiative (IDH) as Program Administration for its Coffee Program in Viet Nam with an innovative up-scaling plan, which is designed to improve the environmental and social sustainability of the coffee production in Vietnam. The program will establish a Project Coordination Unit (PCU) in Buon Ma Thuot, Dak Lak province that will facilitate and support producers in coffee producing provinces to produce coffee according to internationally accepted sustainability standards.  SNV is now seeking a national Administration and Finance Officer to provide administration, contracting and financial support to the implementation of this program.

Responsibilities

- In co-operation with the PCU team and partners to identify and contract implementers with required technical knowledge and skill to execute sustainable coffee production projects
- Develop the process for implementers to apply for, access to the IDH co-financing scheme and report on implementation of sustainable coffee production projects 
- Receive, assess and process co-financing applications in relation to the predefined criteria
- Prepare contracts and agreements with implementers, producers, service providers, and other stakeholders
- Monitor implementation and review compliance of approved contracts
- Ensure control, monitoring and execution of all financial and related activities within the project office in line with all applicable legislations and regulations, applicable guidelines and strategies and management agreements.
- Periodically drawing up a liquidity planning and monitoring the prompt provision of financial resources
- Process payments requests that have been approved and that fulfils the criteria and regulations
- Keep a proper detailed financial records of the co-financing mechanism
- Timely provide financial statements of the PCU operation, donor funding contributions, contracted implementers (implementers and amount contracted, pending commitments, projected commitments, balance etc.) according to project guidelines and facilitate independent audits
- Provide administrative tasks and support implementation of the IDH Coffee program.
- Prepare program progress and monitoring reports on a quarterly and annual basis, and contribute to knowledge management, systematization and dissemination of lessons learnt
- Participate as a team member of the PCU, its operation and management.

Candidate profile

- Academic level of Degree in finance, business administration, management, or economics.
- Minimum 5 years relevant experience in financial management and contracting at international private or development organizations.
- Specialized in project administration set up and execution.
- Initiative and creativity in solving problems; ability to work well under pressure
- Good organizing skills and good team spirit and enthusiasm
- Excellent communication skills in English and Vietnamese, both spoken and written.
- Good computer skills in MS-applications (Word, Excel, Internet, Email, Power Points)

Contract Duration: SNV Vietnam offers a one-year associate consultancy contract with the possibility of extension and a competitive salary package.
