1.BACKGROUND

Vietnam Forests and Deltas (VFD) is a five-year Program funded by USAID, implemented by Winrock International in partnership with MARD, provincial governments and other partners including the Netherlands Development Organization, American Red Cross, Viet Nam Red Cross and Center for Sustainable Rural Development. Began in late 2012 the VFD program will help putting into practice the national policies and strategies on response to climate change and low emissions development with a focus on reducing emissions from forestry and agriculture sectors and strengthening climate-smart livelihoods and settlements, particularly in rural areas. Addressing long-term climate change risks and gender vulnerabilities in both forest and delta landscapes are key program objectives.

A project team (VFD Team) included staff of Winrock International and other implementing partners was established to work closely with national and local partners for the implementation of activities in two main areas:

  • Support adoption of land-use practices that slow, stop, and reverse emissions from deforestation and degradation of forests and other landscapes, and
  • Increase resilience of people, places, and livelihoods in delta areas through assistance on adaptation and disaster risk management

2.POSITION DESCRIPTION

The position of Adaptive Livelihood Advisor cum Provincial Coordinator is to provide technical advice on livelihood approaches to address climate change through improved climate smart agriculture/aquaculture in Nam Dinh province, to coordinate all VFD activities at provincial level, to act as focal point for engagement with provincial authorities, and to coordinate other activities as required from ATL.

3.SPECIFIC RESPONSIBILITIES

Adaptive Livelihood Advisor/Provincial Coordinator will fulfill the following responsibilities:

  • To provide technical input to VFD program activities especially in climate change, livelihoods, climate change adaptation and planning, agriculture, GHG mitigation and provincial and district planning processes, as appropriate;
  • To act as the VFD program’s focal point for communication with provincial and district partners and to coordinate project activities;
  • To work closely with Provincial Project Management Unit (PPMU) to provide technical and coordination advice, and to ensure that VFD program activities are mainstreamed into government activities, were appropriate;
  • To help facilitate training as necessary to partners, beneficiaries, and counterparts;
  • To oversee consultants who provide the service or implement project activities of the adaptation component;
  • To work with local partners to design the overall Adaptation strategy;
  • To identify and work with private sector entities to introduce climate change activities;
  • To work closely with the VFD team, and with the Adaptation Team Leader particular to plan and coordinate activities;
  • To work closely with the Red Cross Provincial Coordinator to ensure that livelihood and commune activities are coordinated and implemented within VCA/CBDRA planning;
  • To ensure robust monitoring and evaluation system is in place;
  • To prepare and submit plans, reports and other deliverables to the Adaptation Team Leader;
  • To suport PPMU in the preparing and devilering of the quarterly and annual reports to CPMU and relevant governmental institutions.

4.SUPERVISOR:

The Adaptive Livelihood Advisor/Provincial Coordinator works under direct supervision of Adaptation Team Leader but will also work closely with Director/Vice Director of PPMU and VFD office staff in Nam Dinh.

5.REQUIRED QUALIFICATION AND EXPERIENCES

Education: The B.SC in agriculture, agricultural economics or relevant fields, having MSc. or Ph.D is an advantage.

Experiences: A minimum 10 years of experiences working in the field of agriculture and rural development and climate change and at least 5 year in the management position or experience in the similar position

- Having experience on international development projects, USAID funded project is preferable.
- Good communication skills
- Good Leadership skill and experiences managing diverse & complex team.
- Time management skills and able to work under pressure and a proven record of meeting deliverables on time.

Languages:

  • Vietnamese: Fluent
  • English: Proficient in speaking and writing
