The Position

The position Accounting Coordinator functions in the Alliance’s Asia Hub in Hanoi, backstopped by the global team in headquarters and other regions. As a member of the Alliance’s Asia team, he/she works closely with other regional administrative support (RAS) staff. The position reports to the Regional Finance & Administration Coordinator and Finance & Administrative Officer at the Hanoi office.

Key Responsibilities

  • Overview and ensure proper accounting functions and operations of the Asia Hub, including country offices;
  • Process payments following the delegation of authority policy, including timely capture of expenditures, proper supporting documentation in accordance with the legitimate accounting practices and Alliance policies, directives and procedures, entry, forwarding for approval and replenishment;
  • Ensure timely comparisons between cash book and bank statements for reconciliations of bank accounts, petty cash, advances and liquidation, and accounts in general;
  • Ensure timely posting of expenses and other transactions in the Alliance’s ERP;
  • Maintain the financial records and statements of Asia Hub digitally and in hardcopy;
  • File office and projects administrative records related to finance, including purchases of assets and related employee files for processing payroll, insurance, and pension;
  • Support staff for the preparation of required documents to support and finalize financial transactions;
  • Manage bookkeeping in the Hanoi office;
  • Deal with, prepare reports and respond to accounting requests from and to the management board, program team, and staff;
  • Follow up with the CIAT-wide implementation of IFRS and application in the region;
  • Collate financial reporting materials for all projects and donors and oversee project and grants accounting;
  • Help prepare monthly financial reports at the institutional level and quarterly financial reports;
  • Collaborate with Human Resources and other teams on reviewing tax and insurance compliance of the Asia Hub;
  • Conduct bank transactions and liaise with related external financial services;
  • Coordinate with the Alliance’s Asia Finance and Admin officer to review and revise the project budget when required and periodically;
  • Provide orientation to the newly hired staff on insurances, taxes, and accounting related issues; and
  • Attend and respond to internal and external audit reviews.

Required Qualifications

Qualifications:

  • BA in Economics, Finance or Administration field, specialized in Accounting and Auditing, relevant certification is a plus.
  • Fluency in native Vietnamese and English language is a must.

Experience:

  • Minimum 5 years proven experience at the same role
  • Minimum 2 years of proven experience working with International Organizations (NGO’s)
  • Proven knowledge of auditing standards and procedures, laws, rules and regulations, banking systems.
  • Vietnam Taxation Law and Legal requirements included PIT, VAT, SCT, FCT

Terms of Employment

The position is under the Regional Recruited Staff (RRS) category and limited to applicants with Vietnamese nationality. Contracts are issued and renewed annually, based on performance and availability of resources.
