06 National Consultants to Support in Reseaching Methodology and Approach for Organizing Professional Agencies at Provincipal and District Levels

The Ministry of Home Affairs (MoHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving Public Administration Reform efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the Public Administration Reform (PAR) Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) PAR process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.

With regard to the Annual Work Plan of 2012 approved by UNDP and MoHA, the project aims at supporting Department of Organizing and Staffing and Department of Local Government - Ministry of Home Affairs in studying and determining methodology, approach to design and organize professional agencies at provincial and district levels. To ensure full assessment report on the baseline of the organizing model, functions and tasks of the People's Committees at all levels and professional agencies at provincial and district levels in details and scientifically which requires to mobilize the support of the senior national experts who have ability and experience in state organizations, especially in the organizational structure, operating mechanism and designing professional agencies at provincial and district levels; research skills, evaluation and classification analysis, synthesis, building research report; have experience conducting field surveys, interviews, organizing seminars, consultative workshops. The project expects to recruit 06 experts to support the Department of Organizing and Staffing (04 experts) and the Department for Local Government (02 experts) to conduct a study to determine methodology and approach to design and organize professional agencies at provincial and district levels.

Group of national consultants will closely coordinate with the Department of Organizing and Staffing - MoHA in implementing tasks to develop 01 study report on determining methodology and approach to design and organize professional agencies at provincial and district levels under People’s Committees management, in which concentrates on 06 main contents: (i) evaluating organising models of professional agencies at provincial and district levels - recommendations; (ii) evaluating baseline of the decentralization between central and local level, lessons for designing suitable models; (iii) evaluating organizing models of urban and rural authorities - recommendations; (iv) local self governmental issues; (v) experiences from foreign courtiers on designing specialized authorities; (vi) develop specific features to establish some new agencies at provincial and district levels.

Work duration: 40 days/ expert, start from April 2012.
Work locations: working at Department of Organization and Staffing, Department of Local Government - MOHA) and others required by PMU.
