02 National Consultants to Support the Department of Local Government (the Ministry of Home Affairs) to Review, Amend, Supplement and Finalize Professional Standards of Seven Titles of Public Officials at Commune Levell

Request for CV submissions from National Individual Experts/Specialists for the positions of 02 National Consultants to support the Department of Local Government (the Ministry of Home Affairs) to review, amend, supplement and finalize professional standards of seven titles of public officials at commune level

The Ministry of Home Affairs (MoHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving Public Administration Reform efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the Public Administration Reform (PAR) Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) PAR process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.

According to 2012 Annual work plan approved by UNDP and MoHA; the project will support the Department of Local Government - MoHA to recruit and mobilize a group of consultants (02 experts) to help the   Department in reviewing, evaluating, amending, supplementing and finalizing the professional standards of seven titles of public officials at commune level. This is a challenging and complicated assignment which requires supports from senior national experts with profound experiences in PAR especially in local government, management science, surveys, interview, workshop etc. These requirements will significantly contribute to drafting professional standards of seven titles of public officials at commune level.

Group of national consultants will closely coordinate with the Department of Local Government - MoHA in implementing tasks to meet the objectives as follows:
- Support Department of Local Government - MoHA to develop the baseline evaluation report on implementing the professional standards of seven titles of public officials at commune level from 2004 to date;
- Based on the baseline survey report, support Department of Local Government – MoHA to evaluate study and supplement and finalize professional standards of seven titles of public officials at commune level in order to meet with new requirements for the next period.

Work duration: 80 working days (40 days/expert), starting from April 2012.
Work locations: in Hanoi and other locations, as required by project.
