02 National Consultants to Support Bac Ninh in researching and reforming the process of administrative procedures applied at state administrative agencies at different level of Bac Ninh province

The Ministry of Home Affairs (MoHA) is assigned by the Government of Vietnam to implement a project for “Strengthening the capacity of Vietnamese Government’s agencies in accelerating and improving Public Administration Reform efficiency and effectiveness”. The project is funded by UNDP and other donors through One UN Fund. The main objective of the project is to support the implementation of the Public Administration Reform (PAR) Master Program and the Action Plan of the Government to carry out the 5th Resolution of the Party Central Committee (the Xth term) on “Accelerating PAR, improving public effectiveness and efficiency”. The project consists of 4 main components as follows: 1) PAR process management and policy development strengthened; 2) Alternatives public service delivery reforms assessed and piloted; 3) Local government reform; 4) PAR communication/information improved and PAR partnership strengthened.

According to 2012 Annual work plan approved by UNDP and MoHA; the project will support the Department of Home Affairs (DoHA) of Bac Ninh to research and reform the process of administrative procedures applied at state administrative agencies at different level of Bac Ninh province. This is a challenging and complicated assignment which requires supports from senior national experts with profound experiences in PAR especially in PAR process in Bac Ninh.

Group of national consultants will closely coordinate with Bac Ninh DoHA in implementing tasks to meet the objective as mentioned above.

Work duration: 120 working days (60 days/expert), starting from April 2012.

Work locations: in Bac Ninh and other locations, as required by project.
