On 8th October 2012, the Government issued Decision 1489/Q?-TTg on approval of National Targeted Programme on Sustainable Poverty Reduction (NTP-SPR) for the period of 2012 – 2015. The NTP – SPR is an important component of Resolution 80 which puts priority to decentralization and delegation mechanism to localities to promote participation of grassroots and pilot block grant model during the implementation of NTP-SPR.

In order to enhance transparency and accountability of programme implementation process, a monitoring and evaluation system of the Programme will be established. A results framework is the core of such M&E framework to monitor and evaluate the progress and results of the Programme.

At request of MOLISA, PRPP project calls for expression of interest from consulting firms, to provide one international and two national consultants to provide to support the development of the monitoring and results framework for the National targeted program on sustainable poverty reduction (NTP-SPR) in the period of 2012 – 2015.

A pre-bid meeting will be organized on 21st December 2012 to clarify the requirements and any questions related to this assignment. Interested service providers/firms are invited to get more information in the Letter calling for Expression of Interest and the TOR for the assignment enclosed.Please send your letter of Expression of Interest to [email protected], no later than 17.00 hrs., 24th December 2012 (Ha Noi time).
