UNDP Small Grant-Civic Education for Persons with Disabilities

Cambodia adopted the Law on the Protection and Promotion on the Rights of Persons with Disabilities (PPRPD) in July 2009, with the express purposes of protecting the right, freedoms, and interests of persons with disabilities and to ensure that persons with disabilities are able to participate fully and equally in activities in society. Article 44 of PPRPD affirms the rights of persons with disabilities to vote or be candidates in elections, in accordance to the Constitution of the Kingdom of Cambodia and applicable electoral law.
Persons with disabilities in Cambodia face unique challenges in fully realizing their right to participation and access to information. Traditionally, disability in Cambodia was perceived as a charity issue, and persons with disabilities have been excluded from policy, planning and development processes that affect them directly. While the disability movement has been developing and advocacy for mainstreaming of disability issues has increased, persons with disabilities continue to face complex challenges in terms of full participation in society, including access to education, health and social services, access to information, and employment and political participation. Accessibility and prevailing negative social beliefs about disability continue to form barriers to participation.
