In continuing to work towards improving reproductive health in Viet Nam and expanding their organization, MSI Viet Nam (MSIVN) are seeking a qualified and experienced candidate for the position of Team Development Manager, working in the Hanoi office.

The Team Development Manager function strives for an approach which is:

Job Title:                          Team Development Manager
Location:                           Hanoi, Vietnam
Reporting to:                       Country Representative

Principle Objectives:
- To ensure the recruitment, retention, motivation and development of the best possible team to meet the organisation’s changing needs.
- To act quickly and fairly to resolve under-performance where team members are unwilling or unable to meet the organisation’s standards or fit with the organisation’s culture.

Key Responsibilities:
In liaison with the Country Representative:
- Contribute to the development of the organisation’s objectives and business plan; undertake human resource (HR) planning to ensure the organisation’s staffing needs continue to be met.
- Translate the mission, goal, objectives and business plan into an HR strategy and ensure implementation.
- Contribute to organisational development, in terms of organisational structure, job design and job evaluation.
- Contribute to organisational development in terms of implementing an appropriate learning and development framework to ensure the continued skills enhancement of all team member skills.
- Identify training, development and learning needs and ensure they are fulfilled as appropriate. This may be achieved through varied methods such as formal training, coaching, mentoring, or informal ‘on the job’ training programmes. Evaluate resultant behaviour change.
- Design, develop and implement HR systems, policies and procedures to support the business needs of the organisation (including recruitment and selection, appraisal, reward and remuneration, discipline, grievance etc.).
- Integrate current recruitment processes to achieve synergies of scale. Devise a transparent recruitment process which will enable MSIVN to achieve organisational goals of rapid expansion.
- Design, develop and implement a reward structure which is fair, transparent and supports the achievement of the organisation’s objectives, within the local market and available resources.
- Provide legal and operational advice, guidance, support and coaching to directors, managers and supervisors to enable them to lead, develop and manage effective teams.
- Ensure all team members are treated fairly (and lawfully).
- Ensure the effective administration and documentation of all employment processes through the introduction of a personnel database system.
- Maintain up to date personal knowledge and understanding of employment/labour law and communicate or take action as necessary.
- Provide appropriate management information as required
- Identify training need and organise/provide training for MSIVN team member as required; have capacity to develop effective team
- Undertake additional related duties as required
- Assist MSIVN staff on insurance claim including health, social, unemployed and employee benefit insurance

Performance Indicators:
- Organisation is poised for planned expansion. Current systems and processes are reviewed against best practice, and new approaches implemented as required to meet organisational growth goals. Particular attention needs to be paid to reward and remuneration, the recruitment process, the performance appraisal process.
- Motivated teams with the appropriate numbers and skills. Existing and new team members are motivated through this exciting but challenging expansion phase. Turnover statistics are collated and strategies are implemented to minimise ‘employee churn’. Ongoing and accessible training opportunities are provided to a) increase employee motivation, thus minimising turnover and b) ensuring that employees are capable of fulfilling their role requirements.
- Pro-active anticipation and fulfilment of needs. Human Resources to play a pro-active role in supporting the MSIVN expansion phase. Managers to be supported through the review and implementation of a performance appraisal process that supports organisational goals.
- Learning activities achieve required behaviour change. Training and learning activities to be particularly focussed on supporting employees through a period of change.
- Prompt resolution of under-performance or disputes. Non or under-performers to be managed effectively out of the MSIVN business to suit organisational needs, in a professional, humane and swift manner in compliance with local legislation.
- Budgetary control maintained.
- Legal risks minimised. Viet Nam employment legislation to be followed at all times, and legal advice to be sought as required.
Person profile

Experience & Knowledge:
- Substantial organizational management experience at a senior level;
- Experience of setting HR strategy and providing proactive support to CEO/ Board level is beneficial, as is a broad knowledge in the various facets of HR i.e. employment law, compensation & benefits, organizational planning, organization development, employee relations, safety, and training and development;
- Experience of working in a service environment beneficial;
- Experience of coaching and developing others.
