Social Work and Community Health Program Manager; Social Work and Community Health Project Officer
Catholic Relief Services (CRS) is a US non-governmental organization that has been operating in Vietnam for more than 15 years. CRS projects assist local counterparts to build capacity in the areas of Education, HIV/AIDS care and treatment, Emergency preparedness and response. Reflecting our commitment to carry out quality programming to benefit the poor, we are now seeking dynamic Vietnamese candidates for two following positions based in Ha Noi.
I. Social Work and Community Health Program Manager
Reports to: Head of Programs
Supervision: Social Work, Health & HIV Program Staff
Location: Hanoi with travel to project sites
PRIMARY FUNCTIONS: To oversee the development and implementation of CRS/Vietnam social work and health program activities. The Manager will participate actively in development of program strategies, maintain positive relationships with partner and donor organizations, and ensure that CRS/Vietnam and donor policies and procedures are followed, as well as take responsibility for supervision of staff.
KEY WORKING RELATIONSHIPS
Internal: Country Representative (CR), Head of Programs (HOP), Program Coordinators / Managers, Admin and Finance staff, CRS Regional Technical Advisor for Health, various CRS Headquarters departments.
External: CRS partner organizations and consultants, donors, Vietnamese government officials, INGOs, and local civil society.
SPECIFIC RESPONSIBILITIES
Program Quality
- Strategic Planning: Ensure that the CRS/Vietnam country plan is aligned with CRS regional and global strategic frameworks. With support of the Head of Programs (HOP) and CRS Regional staff, provide guidance for partners to implement the strategy.
- Program Development: Develop new projects and proposals as appropriate in consultation with HOP and CR and in collaboration with local partners, implementing agencies, donors and government bodies.
- Program Quality Oversight: Ensure the necessary staff and systems are in place to ensure that all program documents, including proposals and reports, are of the highest quality. Work with the HOP to ensure that CRS’ program quality principles and standards, particularly those related to social work and health, are adhered to.
- Systems: Oversee the internal proposal development and review process of all social work and health project proposals, ensuring that all steps are followed and that project format and quality are in compliance with agency standards and CRS Project Proposal Guidance (PPG)/Propack; Encourage active and open dialogue with CRS/Vietnam program staff and RTAs on programming ideas and concept papers. Ensure that all projects include and follow relevant M&E systems, allowing for the inclusion of best practices and lessons learned. This includes direct monitoring of projects via field visits and meetings with partners and project participants, reviewing and commenting on monitoring reports, and documenting visits and meetings via trip reports.
Best Practices and Lessons Learned: Coordinate appropriate and timely documentation and dissemination of promising practices and lessons learned from CRS/Vietnam’s Social Work and Community Health projects (internally and within the region and agency as appropriate).
- Documentation: Ensure that all relevant documents (project and technical documents) are properly maintained in accordance with a standard filing system.
Program Management
- Program Implementation: Provide oversight, guidance and support to the project team in implementation of activities. Anticipate the needs of the programs and coordinate necessary support. Ensure program implementation reflects donor intent.
- Planning: Coordinate with program staff and partners to develop and implement Annual Program Plans, Quarterly Program Plans and monthly activity planning schedules. Work with staff to develop, monitor, and manage annual program budgets. Ensure that all key stakeholders and partners participate in planning.
- Monitoring and Evaluation: Oversee developing project reporting, monitoring and evaluation systems. Ensure all project activities are appropriately supervised. Ensure data is collected from partners and processed in a timely manner. Coordinate regular and timely recording and reporting of program activities through preparation of reports for donors, internal trip and monthly reports, and activity and meeting reports or minutes.
- Technical Oversight: Lead identification of needs and coordinate technical assistance to maintain program quality. Ensure linkages and referral systems are in place between community, government, project and other services so beneficiaries have access to a continuum of care and support services including HIV and drug use prevention and treatment.
Finance
- Budget Planning: Ensure appropriate budget planning (APP, Cash Forecast), analysis, and financial reporting of projects. Coordinate the action plans, activities and financial planning of the various projects to ensure complementarily and consistency in the various interventions across sectors and to eliminate duplication and waste, wherever possible.
- Budget Tracking: Coordinate with CRS finance staff to monitor project financial reports and donor reporting against budget expenses. Train project staff and partners on budgeting and finance to track project expenses.
Partnership
- Partner Relations: Work with the HOP, CR and others to ensure effective collaboration between CRS and local partners; Help identify potential new partners. Lead planning, implementation and monitoring with partners.
- Partner Capacity Building: Oversee / design mechanisms for strengthening the capacities of partners and communities to address the needs of most-at-risk populations, people living with HIV, and vulnerable children using participatory methods. Identify partner learning needs, develop/identify training programs and materials, and coordinate the facilitation of training.
External Relations
- Donor / Government Compliance: Ensure existing and new projects adhere to donor and Vietnamese government regulations.
- Advocacy / Networking: Collaborate with Vietnamese and international organizations involved in social work, health and HIV issues. At the direction of supervisor, represent CRS in the field of Health and HIV; attend external meetings and related networking activities. Together with the CR, HOP and program staff, develop and maintain productive relationships and communication with key individuals in relevant Vietnamese Government Ministries, US Government agencies (USAID, PEPFAR), other donors, NGOs, and local civil society.
- Program Exchange of Experience: Research and development of local to international exchange activities in consultation with supervisor. Coordinate with project staff and partners to design and implement project exchange activities and study visits. Ensure effective recording and dissemination of results of all experience sharing activities.
- Human Resource Development: Lead staff and consultant recruitment. Responsible for developing scope of work and job descriptions for consultants. Ensure recruitment procedures are in line with CRS Vietnam policy. Supervise planning, work outputs and personnel management of consultants and staff. Monitor effort, impact and reporting; oversee development and management of all technical assistance and consultancies for projects teams.
- Staff Capacity Building and Training: Develop and coordinate mechanisms for strengthening the capacities of staff to address the needs of people living with HIV, most-at-risk populations and vulnerable children using participatory methods.
MINIMUM QUALIFICATIONS & EXPERIENCE
- Master’s degree in social work, social sciences or public health.
- 5 years experience with project management in one of the following areas: social work, drug use prevention, child and youth HIV prevention, or HIV care and treatment.
- Good knowledge and project development and management including experience of proposal writing and budgeting;
- Excellent analytical, strategic planning, communication, and writing skills;
- Experience with good staff management and related skills
- Ability to work, support and incorporate the involvement of people living with HIV and those recovering from drug addiction within CRS programs
- Computer proficiency in Word, PowerPoint, Excel, and Outlook.
- Written and verbal proficiency in English.
TRAVEL: Up to 40% travel within the country program to visit project sites; travel within the region and to HQ when requested.
II. Social Work and Community Health Project Officer
Reports to: Social Work and Health Coordinator
Supervision: None applicable
Location: Hanoi with travel to project sites in northern Vietnam
PRIMARY FUNCTIONS: Support implementation of CRS/Vietnam social work and health program activities in northern Vietnam, including a drug relapse prevention program in Lang Son City, support for orphans and vulnerable children (OVC), and development of social work theory and practice in cooperation with MOLISA and the University of Labor and Social Affairs (ULSA). The Project Officer will work closely with local staff and government counterparts to ensure quality programming that benefits clients, children and students and follows CRS and donor policies.

Internal: CRS/Vietnam Head of Programs (HOP), Program Coordinators / Managers, Admin and Finance staff.
External: Lang Son Provincial AIDS Committee, ULSA Social Work Faculty staff, project consultants, NGOs, and other government bodies.
SPECIFIC RESPONSIBILITIES
Program Quality
Lang Son Day Center: Provide technical support to Day Center staff to support recovering clients at the Center and maintain program records. Work with Day Center staff to develop a relapse response plan for center staff and families. Carry out annual, quarterly and monthly planning with counterparts on project activities and budget. Support development of program strategies including curricula, behavior change and communications plans to support clients’ reintegration into normal life after recovery. Train local Health, DOLISA and other government staff to understand the process of community-based detoxification and link Day Center services to other available facilities in Lang Son relating to health, vocational training, and other services.
Social Work Curriculum Development: Monitor community-based fieldwork with ULSA teachers and students. Provide technical support for ULSA faculty with case management guidance and planning of project activities. Write monthly and quarterly reports of project activities.
Program Development: Support supervisor and HOP to develop new projects and proposals as appropriate in the areas of social work and substance abuse.
Best Practices and Lessons Learned: Coordinate appropriate and timely documentation and dissemination of promising practices and lessons learned from CRS projects within Vietnam.

Project Management
Finance: Ensure project and counterpart financial systems are accurate and in accordance with the requirements of CRS and donors.
Reporting and Documentation: Collect all monitoring and reporting forms and data from project counterparts, translating these into English when necessary. Ensure that relevant project and technical documents are maintained in accordance with a standard filing system. Assist supervisor in preparing regular internal and donor reports.
Partner and Consultant Relations: Maintain positive working relations with relevant government bodies, international organizations and local partners. Ensure effective implementation of consultancy contracts, including development of scopes of work, contracts and monitoring.
Other: Troubleshooting and other tasks as necessary, Health/HIV program activities / projects as requested by supervisor
MINIMUM QUALIFICATIONS & EXPERIENCE
- University degree in social work, social sciences or public health.
- Experience working with drug users and/or people living with HIV/AIDS.
- Empathy and commitment to provide quality community services to disadvantaged populations, including referral procedures, follow-up and after care.
