Senior Infrastructure Supervisor Engineer
Lux-Development, the Executing Agency for Bilateral Co-operation financed by the Grand Duchy of Luxembourg, is assisting the Provincial People’s Committee (PPC) of Cao Bang and a number of technical line ministries and departments by delivery of international and national TA and capacity building to implement the initiative called “Developing Business with the Rural Poor”, which is part of a province-wide programme in the Cao Bang province - predominantly designed by- and financed through- loan support from the International Fund for Agricultural Development (IFAD), commenced in mid-2008.
The recently launched project VIE/029 - “Technical Assistance” (TA) towards “Developing Business with the Rural Poor in Cao Bang” has a planned duration of 3 years.
Lux-Development Support Team lead by a Chief Technical Advisor (CTA) is looking for candidates to fill the following positions:
01 Senior Infrastructure Supervisor Engineer (SISE)
Key responsibilities:
- Under the supervision of CTA, the main function of the assignment is to assist and develop the capacity of the PPMU staff, in particular the planning unit responsible for CIFs and support to oversee the infrastructure projects
- Together with his/her government counterparts, the main functions of the consultant’s work are as follows:
- Assist in managing the programme’s operations concerned with the assistance for selection of projects to use the Commune Investment Funds (CIFs))
- Advise and coach the PMMU for the implementation of the Small & Medium Scale Agricultural Infrastructure Projects (SMSAIPs)
- Assist with the Monitoring & Evaluation of project outputs, outcomes and impacts
- Other tasks that may be required by the CTA.
Minimum Requirements:
- Bachelor degree (Masters degree would be an asset) in Engineering and Planning (e.g. Civil and Road Engineering), or related fields, having background in project management would be an advantage
- In possession of Construction Site Supervision Training Course Certificate is an advantage
- Holder of Certificate (License) issued by MoC for Site Supervision is an advantage
- Minimum of 3 years of site supervision for construction works. Experience in remote rural areas and working experience in international donors’ project is considered an advantage
- Proficient computer skills required: MS Word, Excel, PowerPoint and Internet use. Hands on experience in Auto Cad, MapInfo is an advantage
- Broad experience in capacity development and organizational learning
- Fluency in English, both written and spoken
- Excellent communication skills
- Innovative and creative, team player
- Willingness to work in a remote rural mountainous area of Vietnam.
DURATION OF CONTRACT: One year, renewable (with two-month probation)
REMUNERATION:
- Salary, social and medical insurance: as per Lux-Development’s practices;
- Housing allowance: 150 USD/month for those who reside outside Cao Bang;
- Transportation support: project provides bi-weekly shuttle from Cao Bang to Hanoi and vice versa
DUTY STATION: Cao Bang, Vietnam with frequent travel to districts and communes.
