SNV is looking for a dynamic international candidate to fill in the post of: Senior Advisor/Program Leader Renewable Energy

SNV – the Netherlands Development Organisation – is an advisory organisation that promotes market based solutions for the poor in 33 countries around the world. Their advisors, and the local capacity builders we work with, deliver support to over 2,000 clients.

SNV works in the agricultural and forestry, tourism, renewable energy and water and sanitation sectors. 

The award winning Biogas Project phase II (BP II) aims to support construction of 168,000 domestic biogas plants in 58 provinces of Vietnam by end 2010. The project in mid 2010 operates in 45 provinces and has supported 78,000 biogas digesters and is well on its way to achieve its overall purpose of the project is “to develop a commercially viable domestic biogas sector”.

The main implementing actors are: the Biogas Steering Committee (oversight) and the Livestock production Department at the Ministry of Agriculture and Rural Development (Project Director and Project team), provincial and district technicians (quality control), private construction companies and masons teams (construction), and SNV (technical and capacity building). 

The Senior Advisor/Program Leader RE provides technical advice to the Biogas Program II, develops new RE programs, coaches project team members, and leads fundraising for the Biogas Program as well as for new SNV RE programmes.

MAIN RESPONSIBILITIES:

Positioning and Strategic Scoping:
Further strengthen SNV’s niche and reputation in the RE sector among key stakeholders in Vietnam and Asia, develop new programme concepts and proposals, and support fund raising for the Biogas program and other SNV RE programme in Vietnam.
Advisory Services to Biogas Program II:
Provide technical advisory services to the project Team, liaise with SNV global RE coordinator; monitor outcome and impact achievements; compile reports to Asia Biogas program
Coaching:
- Provide coaching to project team members.
- Networking and Partnership Development:
- Lead in development and coordination of strategic partnerships in RE for joint program delivery, knowledge development, and fund raising purposes.
Knowledge Development:
- Provide RE content leadership and strengthen SNV Vietnam’s knowledge base. Participate in key knowledge development activities for SNV Vietnam, assure good documentation and dissemination. - Participate in external and internal networks that contribute to the SNV RE programme.

Job requirements:  
Educational background: Academic level of working in rural development/renewable energy.
Experience: minimum 7 years of relevant working experience; experience and knowledge of medium and large scale biogas technology; experience in Biogas/ Renewable Energy projects would be an advantage; good international network in Biogas/ Renewable Energy; strong advisory skills and capable of managing a national program.
Skills: Active knowledge of English (verbally & written); Project design, implementation and evaluation; Institutional development/organizational strengthening activities; Energy/environmental impact studies; Rural financing modalities; CDM arrangements.

Description duty station:
Name: Hanoi city – capital of Vietnam. Duty station will be in Hanoi with frequent travel to other provinces of Vietnam.
Health services: there are a few international standard healthcare facilities in Hanoi. Educational facilities: there are different international schooling systems up to IB level in English and French.
Security situation: Very good. Peace and security throughout the country.
Accessibility: Daily flights

Contract period: We offer a competetive associate advisor contract  of 1 year term with possibility of extension.

Desired appointment date: As soon as possible, ideally in August 2010.
