RBA Methodology support Officer for Ethnic Minority DIGNITY Component

CARE in Vietnam is looking for experienced and qualified Vietnamese candidate for RBA methodology support Officer for Ethnic Minority Dingity Component. The Ethnic Minority Dingity Component is a component under Socio-Economic Inclusion in Sustainable Development for Ethnic Minorities in Northern Vietnam Program (CASI III).

Position information:

Position title: RBA methodology support Officer
Reporting to: Component Manager
Contract: Three years
Base in: Hanoi with travel to project sites as required

Summary of Job:
RBA methodology support Officer is responsible for day-to-day strategic, partnership and component implementation to ensure the implementation of the component is in line with the component document and all relevant CASI III program/the component strategies, CARE’s values, principles and guidelines; responsible for Technical Assistance for other components on Ethnic Minorities’ development. Work closely with iSEE (Institute for Studies of Society, Economics and Environment – a CASI III partner organization) for developing and operating Policy Impact Assessment system (PIA) for the whole CASI program

Main Duties:

1) Programmatic strategic direction and program implementation
- Work as a part of CASI program team to support all program/component strategies and approaches development.
- Day-to-day work with the partners for strategies/approaches/methodologies implementation of the component.     
- Support the component manager in developing responsible strategy/approaches and methodology and capacity building/coaching support for all component and partner staff.

2) Partnership development and management
- Day-to-day implementation of CASI/CDK partnership strategy in the component including   strengthen relationships, “empowerment” and capacity building for partner such as their involvement in component decision making process, initiative development, respect and recognise partner’s values as a mutual learning process.

- Ensure the participation of the component partner and actors at component and program level works such as strategic planning, component sharing and learning. Support partners to adopt agreed methods, approaches and plans.

3) Component coordination, Learning, Monitoring, evaluation and reporting
- Responsible for day-to-day component implementation, relationships with all partner and actors in line with agreed plans and responding to identified needs.
- Coordinate inputs related to EM development for all other area projects/interventions of CASI program as required.
- Support component manager and partners in designing DM+E, PIA and other quality insurance systems for the component.

Selection Criteria:
- University Degree
- Excellent coordination and communication at all levels, including grass roots and experience of working with EMs
- Understanding of EM value, respect for EM knowledge and capacities
- Understanding and experiences with Right based approach, Partnership, Civil society strengthening and gender equity
- Basic knowledge and experience of applying RBA for EM and gender methods and approaches
- Good facilitation and team work
- Confident to support behavior change analysis/survey and documentation.
- Good English and writing skills.
- Being able to speak one of EM(s)’s languages and EM candidate is an advantage.
- Having at least 2-year work experience with EM..
